| 摘 要： | 城市轨道交通项目，特别是首条轨道交通线路，首选沿城市核心生活圈和商业圈布置，线路长、影响范围广，对城市发展具有深远影响。针对城市轨道交通项目的特点，分析前期工程推进涵盖的主要内容，根据工程实践总结得出征地拆迁、管线迁改、交通疏解等几个主要专业的前期工程推进重难点。在此基础上，从轨道交通项目施工单位的角度建立了以技术为主导的前期工程管理组织架构，并提出了具体的推进思路和方法，前期工程推进效率提高显著，对类似项目的前期工程推进具有较强的参考和借鉴意义。

| Abstract: | Urban rail transit project，especially the first rail transit routes，is normally arranged along the urban core life circle orthe commercial circle as the first choice, which is identified as a long line，wide scope and the profound influence to the urbandevelopment. Based on the characteristics of urban rail transit project，this paper analyzes the main contents of the preliminaryproject propulsion. According to the engineering practice，this study summarizes difficult points of the preliminary project propulsionin land expropriation, house dismantle，pipeline modification, traffic relief. On this basis，from the perspective of the constructionunit，this study also establishes the technology oriented organizational structure of preliminary project management as well asproposes some concrete ideas and methods. In fact，the efficiency of the preliminary project propulsion has been improvedremarkably. Therefore，the findings of this study can provide a solid reference for the preliminary project propulsion of other similarengineering projects. |
