| 摘 要： | 现代项目管理往往基于项目利益相关者满意来衡量项目的价值，探讨项目的成功。而对项目利益相关者的识别和分类，则是项目利益相关者研究的基础。本文从项目生命周期角度入手，借鉴“多维细分法”，将政府投资项目利益相关者基于主动性、影响力和利益性三个维度，分成核心利益相关者、一般利益相关者和边缘利益相关者。调查分析表明，政府投资项目决策、规划设计、项目实施和竣工验收等四个阶段的利益相关者的相对重要性存在明显差异，而同一利益相关者在不同阶段其相对重要性也有所不同。

| Abstract: | In the research of modern project management，value and success of a project，are usually measured by the satisfaction of stakeholders. Therefore recognition or identification of project stakeholders and the classification of these stakeholders based on their importance evaluation are fundamental issues to be addresses in the research of stakeholders theory. From the perspective of project life cycle，this paper proposes a multi-dimension classification method of project stakeholders. Specifically，stakeholders are classified by 3 dimensions（i.e.，active tendency，power and benefit）as 3 categories (i.e.，core stakeholders，general stakeholders and marginal stakeholders). By using empirical research method，it is found that the stakeholders’ related importance in government investment projects varies significantly over their life cycle，and that the same stakeholder’s related importance fluctuates in different stages of a project life-cycle. |
