| 摘 要： | 为更全面的了解欧盟烟草控制法律法规情况，介绍了欧盟烟草控制的背景和现状以及主要的烟草控制法律法规，探讨了其对欧盟卷烟市场和消费者的影响，结果显示欧盟烟草法律环境日益严格，市场竞争日趋激烈。同时结合欧盟烟草控制的严峻形势，探讨了中国烟草相关政策，为中国烟草境外拓展提供有益的参考。

Analysis and discussion on laws and regulations of tobacco control in EU |

| Abstract: | For comprehensive understanding of the EU tobacco control laws and regulations , this paper described the EU tobacco control legislation background and current situation , introduced the major tobacco control laws and regulations, analyzed their impacts on the EU cigarettes market and consumer .The results show that the EU tobacco law environment is becoming more and more strict，the market competition is increasingly fierce. Combined with the situation of the EU tobacco control ,this paper also discussed Chinese tobacco related measures, as useful references for the Chinese tobacco overseas expansion. |
