| 摘 要： | 针对省级区域煤矿应急管理的预案数字化问题，首先，综述了应急管理领域数字预案的研究现状，以省级区域应急预案管理和数字化需求为切入点，提出了应急管理信息系统框架和省级区域数字预案系统的设计目标；其次，描述了省级预案体系、市（区）、县、企业预案体系架构及衔接关系，提出了登录首页及系统管理、应急预案管理、救援部门管理、文件管理和后期信息处理5方面功能及特征；最后，围绕煤矿突发事件应急管理流程和数字化预案，从系统主界面和主要功能模块开展详细设计。通过实验测试，这套系统实现了“平战结合”的一体化省级矿山应急救援数字化管理功能，提高了省级应急指挥体系的运行效率，减少了人工处置流程繁琐、费时长、易出错的问题，为行业提供一种省级区域多级预案联动信息系统典型案例，进一步推动“一案三制”的应急管理体系的智能化、数字化、信息化水平。

| Abstract: | In view of the digitalization of the plan for coal mine emergency management，this paper firstly introduced the research status of the digital plan in the field of emergency management，and put forward the emergency management information system framework and the provincial regional digital plan with the provincial regional emergency plan management and digital demand as the entry point.The design goal of the system.Secondly，to describe the provincial plan system，city（district），county，enterprise plan system structure and connection relationship，proposed from the home page and system management，emergency plan management，rescue department management，document management and post-information processing functions and characteristics.finally，around the coal mine emergency response management process and digital plan，from the main interface of the system and the main functional modules to carry out detailed design.Through experimental testing，this system was on the one hand the provincial emergency management department daily management office system.On the other hand，it realized the digital management of the whole process of provincial-level regional emergency response，improved the operational efficiency of the provincial-level emergency command system of "flat warfare combination"，and reduced the cumbersome，time-consuming and error-prone problem of manual disposal process.This paper provided a typical case of provincial-level regional multi-level plan linkage information system for the industry，and further promoted the intelligence，digitization and informatization level of the "one case，three systems" emergency management system. |
