摘    要:针对矿山应急处置的基础硬件平台和矿山应急预案“软科学”体系的衔接和效能问题,借鉴突发事件现场指挥体系、应急救援的影响因素和应急管理单元划分原则的相关理论,提出基于单元化的点状和面状应急救援模型的6种矿山救援应急预案演练模式;采用专家评估法定性分析方法,提出应急预案演练模式评估方法和标准;采用量化评估表,对应急预案演练的效果进行量化评估,为矿山应急演练的单元化、模块化和标准化提供一种解决方法和模式。

Abstract:Aiming at the connection and efficacy problems of underlying hardware platform and "soft science" system of mine accident disaster emergency plan,based on the relevant theory of emergency scene command system,the influencing factors of disaster emergency,and the dividing principles for the units of disaster emergency,six mine rescue emergency plan training modes were proposed based on the emergency mode of united points and faces. By using the qualitative analysis method of expert evaluation,assessment methods and standards of emergency plan training model were obtained. With the application of quantitative assessment table,the effect of the assessment was analysed quantitatively.All this has provided a method and mode for unit,modularization and standardization of emergency training.
