| 摘 要： | 安全文化建设是促进员工安全理念、安全行为、安全素质等全面提升的有效手段,是实现人、机、环、管的和谐统一,推进矿井安全高效发展的重要举措。城郊煤矿以先进的安全生产理念引领安全文化建设,创造了“360”安全文化体系。该体系为促进安全工作“零”起点、责任落实“零”距离、操作行为“零”失误、安全生产“零”事故的实现提供了理论支持,为确保矿井全过程、全时段、全方位高质量发展夯实了安全根基。

| Abstract: | The construction of safety culture is an effective means to promote the overall improvement of employees′safety concepts，safety behaviors and safety quality.It is also an important measure to realize the harmony and unity of people，machines，environment and management and to promote the safe and efficient development of mines.Chengjiao Coal Mine leads the construction of safety culture with advanced safety production concepts，and has created a "360" safety culture system.The system provides theoretical support for promoting the "zero" starting point of safety work，implementing the "zero" distance of responsibility，making "zero" mistakes in operation behavior and realizing "zero" accidents in safety production，and lays a solid safety foundation for ensuring the whole process，whole period and all-round high-quality development of the mine. |
