| 摘 要： | 以当前国内开展质量管理标准化的政策要求为出发点，通过分析比较多种评价体系技术模型，结合电力工程的特点开展了技术模型的适应性研究，建立了以建设单位、设计单位、施工单位和监理单位为主体的，以管理机构和人员标准化、质量管理行为标准化、质量管理方法措施标准化和实体质量标准化为二级关键指标的三级递阶结构模型，并以施工单位为例，介绍了电力工程质量管理标准化评价技术模型的具体构建方式和评价方法，为电力工程质量管理标准化评价体系的建立提供了适用技术模型。

| Abstract: | This article took the current domestic policy requirements for quality management standardization as the starting point，analyzed and compared various technical models of evaluation systems，and conducted research on the adaptability of technical models based on the characteristics of power engineering.The adaptability of the technical model was studied in combination with the characteristics of power engineering，a three-level hierarchical structure model was established with the construction unit，design unit，construction unit and supervision unit as the main body，and the management organization and personnel standardization，quality management behavior standardization，quality management method and measure standardization and entity quality standardization as the two-level key indicators.Taking the construction unit as an example，this paper introduced the specific construction mode and evaluation method of the technical model for the standardization evaluation of power engineering quality management，which provides a suitable technical model for the establishment of the standardization evaluation system of power engineering quality management. |
