| 摘 要： | 我国绿色矿业发展已走过十几年的光辉历程。发展绿色矿业、建设绿色矿山成为新形势下矿产资源管理与矿业发展的重要方向和工作抓手。如何合理评价全国矿业的绿色发展水平,测度我国矿业绿色发展的进展,对引导矿业绿色发展和转型升级具有重要意义。本文探讨了矿业绿色发展指数的概念,探索构建了由4个分指数和17项具体指标构成的矿业绿色发展指数体系,研究确定了指数测算模型。基于指数体系和测算模型,对我国2010～2016年矿业绿色发展水平进行了测算,分析了分指数和总指数的演变态势。围绕资源节约、环境友好、转型发展、安全和谐等方面剖析了矿业绿色发展存在的问题,并提出相应的对策建议,通过指数测算分析为推进矿业绿色发展提供决策支撑。

| Abstract: | The development of green mining in China has gone through a glorious course of more than ten years. The development of green mining and the building green mine have become the important direction and work focus of mineral resources management and mining development under the new situation. How to rationally evaluate the green development level of mining industry in China and measure the progress of the green development of mining is of great significance to guide the green development and transformation of mining.
This paper discusses the concept of mining green development index, constructs the mining green development index system composed of four sub-indexes and 17 specific indicators, and studies the index calculation model. Based on the index system and calculation model, the green development level of mining industry in China from 2010 to 2016 was calculated, and the evolution trend of sub-index and total index was analyzed. This paper analyzes the problems existing in the mining green development from the aspects of resource conservation, environmental friendliness, transformation and development, safety and harmony, and puts forward corresponding countermeasures and Suggestions. Through the index calculation and analysis to provide decision-making support for promoting the green development of mining industry. |
