| 摘 要： | 全面科学地评估工程造价司法鉴定人的综合素质，优化鉴定人员队伍结构，可以提高工程造价鉴定的效率。采用文献调查法对鉴定人素质要求进行整合提炼，通过德尔菲法筛选并确定素质评价指标。结合现有的素质理论，构建了由 4 个一级指标和 14 个二级指标组成的工程造价司法鉴定人综合素质评价指标体系，并运用三角模糊数层次分析法确定各评价指标的相对重要性，为更准确地评估工程造价司法鉴定人的综合素质提供参考。研究发现，职业道德是评估工程造价司法鉴定人综合素质最重要的指标，主要体现在鉴定人是否故意出具虚假鉴定结果及是否收受贿赂。

| Abstract: | In order to evaluate the comprehensive quality of judicial appraiser in a scientific manner，this study uses the method ofliterature review to integrate and refine the quality requirements of appraisers. Quality evaluation index is screened and determinedby Delphi method. Combining with the existing theory of quality，this study constructs the comprehensive quality evaluation indexsystem of project cost judicial appraiser including 4 first level indicators and 14 second level indicators. Triangle fuzzy numberanalytic hierarchy process is used to determine the weight of each evaluation index and provide a reference for the accurateevaluation of the comprehensive quality of project cost judicial appraisers. Finally，it is found that the professional ethics of judicialappraisers is an important index to evaluate their comprehensive quality，which is mainly reflected in whether the appraiserintentionally produces false identification results and whether he accepts bribes. |
