| 摘 要： | 工程质量管理是一个系统工程，需要政府主管部门、建设单位、勘察设计、施工、监理等不同单位各司其职、共同努力，标准化则是促进各方管理水平提升的手段。为评估政府监管角度的工程质量监督标准化实施情况，运用系统思维，从工程质量监督的主体、内容、流程和方式 4 个方面分析工程质量监督标准化的内涵，结合成熟度评价模型，建立工程质量监督标准化评价指标体系；通过问卷调查、层次分析法和熵值法确定指标权重；邀请相关专家对工程质量监督标准化评价的各项指标进行打分，计算得到工程质量监督标准化成熟度的总分，以评判行业内工程质量监督标准化的总体状况。研究表明工程质量监督标准化的总体成熟度适中，存在较大的改进空间，并提出了相应的改进建议。

| Abstract: | Construction quality management can be considered as a system，which needs the participation and cooperation of thegovernment，owner，designer，contractor，and consultant firm. Standardization is an important way to improve the management levelof all parties. In order to evaluate the implementation of the government’s construction quality supervision standardization，this paperestablishes an evaluation system using system thinking and maturity level evaluation methods. The system includes fours aspects ofconstruction quality management, including organizations，content，processes，and methods. Through questionnaire survey，analyticalhierarchical process（AHP）and entropy evaluation method（EVM），the weight of criteria are determined. With the scores for eachcriterion given by experts，total score of the standardization maturity for the whole construction quality supervision system iscalculated to calculate the degree of the standardization. The study reveals that the maturity level of construction quality supervisionsystem is medium with much room for improvement. Related suggestions are provided. |
