节能环保是一个技术性的概念,更是一个经济学意义上的概念,它不仅具有微观经济属性,而且也具有宏观经济属性。微观经济属性表现在,作为生产经营主体的企业在节能环保投资和决策中首先表现的是经济人的属性,注重投资和回报的比例关系,追求利益最大化;而宏观经济属性则表现在对于整个国家经济生活的影响,涉及一个国家的低碳经济发展战略、能源价格、国家能源安全、经济结构调整以及可持续发展等诸多方面。节能环保的宏观经济属性相对其微观经济属性更具有长远的战略意义。节能环保不仅为经济社会的可持续发展提供动力和坚强后盾,而且其本身也具有重要的经济价值和产业带动效应。在节能环保框架体系中,存在着管理者、实施者和利益相关者三方行为人之间的博弈。经济价值与社会责任的兼顾,使得三方行为人经过相互妥协最终形成一个多方都能接受的共同目标,促成三方合作博弈,以激励政策和制度约束为纽带,结成利益共同体,实现节能环保产业的快速发展。  相似文献

The purpose of this paper is to present a new approach to evaluating structural change of the economy in a multisector general equilibrium framework. The multiple calibration technique is applied to an ex post decomposition analysis of structural change between periods, enabling the distinction between price substitution and technological change to be made for each sector. This approach has the advantage of sounder microtheoretical underpinnings when compared with conventional decomposition methods. The proposed technique is empirically applied to changes in energy use and carbon dioxide (CO2) emissions in the Japanese economy from 1970 to 1995. The results show that technological change is of great importance for curtailing energy use and CO2 emissions in Japan. Total CO2 emissions increased during this period primarily because of economic growth, which is represented by final demand effects. On the other hand, the effects such as technological change for labor or energy mitigated the increase in CO2 emissions.  相似文献

This study examines the historical relation between carbon dioxide emission and output growth in the Swedish pulp and paper industry from 1973 to 2006. We find that the industry achieved an 80 percent reduction in carbon dioxide emission, where most of the reduction took place before the implementation of active climate policy in 1991. Foremost energy substitution and also efficiency improvements contributed to the reduction. Growing prices of fossil fuel due to market price change and taxes and subsidies, explains most of the efficiency improvements and substitution. The study finds that energy transformation was coinciding with ongoing structural change in the industry during the 1970s and 1980s as well as a strong period of environmental adaption. We therefore suggest that the oil reduction was reinforced through the dynamics between the energy issue and an overall renewing process of the industry. This suggests a need to coordinate climate and environmental policy measures with the long-term industrial dynamics of structural change.  相似文献

Considering the significant issues on global warming and environmental protection, the energy sector needs a long-term policy, by which renewable energies gradually replace conventional fossil fuels. In terms of an energy system, the development of renewable energies implies a challenge to existing energies like fossil fuels and nuclear power that have been for decades equipped with sound infrastructure and regulations. And a transformation of the energy system cannot expect any achievement without overcoming considerable opposition from vested interests involved with the fossil fuels technologies.  相似文献

Energy metrics is the development of a whole new theoretical framework for the conception and measurement of energy and economic system performances, energy efficiency and productivity improvements with important political economy implications consistent with the best use of all natural and economic resources. The purpose of this research is to present some vital energy indicators based on magnitude and scale of energy weakness, GDP per barrel of oil that is an indicator of energy productivity and barrels (of oil) per capita that is an indicator of energy efficiency. Energy metrics can support the monitoring of energy and economic system performances in order to design effective energy strategy and political economy interventions focused on the “competitive advantage” increase of countries in modern economies.  相似文献

Energy is often known as the catalyst for development. Globally, the per capita consumption of energy is often used as a barometer to measure the level of economic development in a particular country. Realizing the importance of energy as a vital component in economic and social development, the government of Malaysia has been continuously reviewing its energy policy to ensure long-term reliability and security of energy supply. Concentrated efforts are being undertaken to ensure the sustainability of energy resources, both depletable and renewable. The aim of this paper is to describe the various energy policies adopted in Malaysia to ensure long-term reliability and security of energy supply. The role of both, non-renewable and renewable sources of energy in the current Five-Fuel Diversification Strategy energy mix will also be discussed. This paper argues that energy efficiency and conservation is a noncontroversial, critical, and equitable option for rich and poor alike. Although there is growing scientific and political consensus on its significance as an important option at global and national level, the political momentum for taking action is not commensurate with the potential in the sector or the urgency with which measures need to be taken to deal with climate change. The current global energy (efficiency) governance framework is diffuse. This paper submits that there are four substantive reasons why global governance should play a complementary role in promoting energy efficiency worldwide. Furthermore, given that market mechanisms are unable to rapidly mobilize energy efficiency projects and that there are no clear vested interests in this field which involves a large number of actors, there is need for a dedicated agency to promote energy efficiency and conservation. This paper provides an overview of energy efficiency options presented by IPCC, the current energy efficiency governance structure at global level, and efforts taken at supranational and national levels, and makes suggestions for a governance framework.  相似文献

Energy R & D is essential for countries wishing to lessen their dependence on imported oil and to widen their long-term options for energy policy. Accepting that energy R & D must be viewed in an international context, Mr Surrey and Mr Walker review the UK coal, gas, oil, nuclear and electricity supply industries' programmes, examine the role of government and suggest guidelines for a national strategy. They call for more positive direction of energy R & D by the Government in order to balance the interests of the nationalised fuel industries where they conflict or overlap, and to ensure consistency of energy R & D policy with industrial policies.  相似文献

Given increasing concern over global climate change and national security there is a burgeoning interest in examining the relationship between economic growth and energy use in developed and developing countries. More specifically, decoupling energy use per unit of gross domestic product (GDP) has fast come to be seen as in the interests of national economies and the world as a whole. Recent attention has been paid to the dramatic decreases in the energy intensity of the Chinese economy, which fell by 55% between 1975 and 1995. Do other developing economies follow similar trajectories?This paper examines the energy intensity of the Mexican economy for the period 1988–1998. Although the long-term trend in Mexican energy intensity is rising, the energy intensity of the Mexican economy began to decline in 1988. This paper explores the factors that have contributed to this reduction. Diminishing Mexican energy use per unit of GDP has been driven by significant decreases in industrial energy intensity. We show that these changes have resulted from changes in the composition of Mexican industrial structure, and technological change.  相似文献

The historical and deductive merits for an explicit energy-based economic growth formulation are presented. Parameters in the formulation are successfully calibrated to empirical data and a range of forecasts is made for global economic growth potential to 2050, based on a plausible case of energy availability. The results demonstrate the vital importance of energy security and lead to the conclusion that the current socio-economic paradigm may not be sustainable.  相似文献

This paper analyses the trends in energy consumption and CO2 emissions as a result of energy efficiency improvements in Swedish manufacturing industries between 1993 and 2008. Using data at the two-digit level, the performance of this sector is studied in terms of CO2 emissions, energy consumption, energy efficiency measured as energy intensity, value of production, fuel sources, energy prices and energy taxes. It was found that energy consumption, energy intensity and CO2 emission intensity, measured as production values, have decreased significantly in the Swedish manufacturing industries during the period studied. The results of the decomposition analysis show that output growth has not required higher energy consumption, leading to a reduction in both energy and CO2 emission intensities. The role of structural changes has been minor, and the trends of energy efficiency and CO2 emissions have been similar during the sample period. A stochastic frontier model was used to determine possible factors that may have influenced these trends. The results demonstrate that high energy prices, energy taxes, investments and electricity consumption have influenced the reduction of energy and CO2 emission intensities, indicating that Sweden has applied an adequate and effective energy policy. The study confirms that it is possible to achieve economic growth and sustainable development whilst also reducing the pressure on resources and energy consumption and promoting the shift towards a low-carbon economy.  相似文献

Pakistan is a low income, low energy consumption country. In view of the close interdependence between economic growth and energy consumption, she will need increasing energy supplies in order to maintain her economic growth. This paper develops an energy sector optimization model for the Pakistan economy, which consists of production models for five energy industries, ie oil, gas, coal, electricity and non-commercial fuels. The model is first used to forecast energy balances for the period 1975–2006. The model is then employed to formulate a long-term comprehensive energy policy for Pakistan. Analyses and commentary on the Soviet energy situation by observers in the non-communist countries have usually been primarily historical or have dealt with particular aspects only. However, in this article, Mr Chesshire and Miss Huggett review the current situation, problems and prospects of the primary energy industries in the USSR and the extent of Soviet trade in fossil fuels with both her COMECON partners and the non-communist countries. They also discuss the implications of long-term Soviet economic growth projections and possible changes in international relations, with particular reference to the possible emergence of the USSR in the longer term as a significant exporter of primary fuels.  相似文献

This study addresses the planning and implementation of energy, industry, and carbon economy policies concerning the development of the Taiwan's energy intensive industries from perspective of climate change. As a newly industrialized country, Taiwan attaches greater importance to the development of green energy and low-carbon industries, in cooperation with global pressure for carbon reduction due to climate changes, through energy and industrial conferences. Thus, in the past year the Taiwanese government constructed four laws concerning energy and carbon reduction in order to drive the green energy industry; furthermore, it plans to reduce current carbon emission benchmarks. Nevertheless, statistical analysis found that in the last decade, energy intensive industries have presented structural unbalance regarding energy consumption, CO2 emissions, energy intensity, contributions to the GDP, and product value. Industries in the industrial sector have high energy consumption, high carbon emissions, and increase total domestic consumption and carbon emissions, which have disproportionate contributions to industrial added value; nevertheless, the government continues to approve investments for such energy intensive industries, and results in continuous increases in energy consumption and carbon emissions. This contradictory phenomenon indicates that newly industrialized countries rely on a manufacturing economic structure, which is difficult to adjust and violates the trends of a global low-carbon economy. Hence, the government must examine and adjust such unbalanced industrial structures, where such adjustments are executed in a fair and just manner, and encourage the development of high value-added measures for low-carbon manufacturing and service sectors to become equal with competitors in a global economy.  相似文献

The ‘rebound effect’ from more efficient use of energy has been well investigated, with plenty of evidence suggesting that the ‘direct’ rebound effect is relatively small for most energy services—typically less than 30%. However, the same conclusion may not apply to ‘indirect’ and ‘economy-wide’ rebound effects. Here, several authors suggest that improved energy efficiency may increase energy consumption in the medium to long term, a view that undermines the rationale for energy efficiency as an instrument of climate-related energy policy and has been ardently debated. One of the main reasons behind the debate is the lack of a rigorous theoretical framework that can describe the mechanisms and consequences of the rebound effect at the macro-economic level. Proponents of the rebound effect point to ‘suggestive’ evidence from a variety of areas including economic history, econometric measurements of productivity and macro-economic modelling. This evidence base is relatively small, highly technical, lacks transparency, rests upon contested theoretical assumptions and is inconclusive. This paper provides an accessible summary of the state of knowledge on this issue and shows how separate areas of research can provide relevant insights: namely neoclassical models of economic growth, computable general equilibrium (CGE) modelling and alternative models for policy evaluation. The paper provides a synopsis of how each approach may be used to explain, model and estimate the macro-economic rebound effect, criticisms that have been suggested against each, and explanations for diversity in quantitative estimates. Conclusions suggest that the importance of the macro-economic rebound effect should not be underestimated.  相似文献

Electricity generation in different countries is based on a variety of fuel mixes compromising solid fossil fuels, oil, natural gas, nuclear and renewable energy sources. While in the past, national energy agendas have directed the optimal utilisation of domestic resources as a means to achieve supply security, today's environmental debates are influencing the electricity fuel mix in new directions. In this paper we examine the electricity sectors of Germany, Greece, Poland and the UK in an attempt to identify the policy and technology choices implemented in each country. The country selection is deliberately made to facilitate an extended overview of national agendas, varying domestic energy resources and industrialisation levels but still within the common EU framework. The focus is placed on policies related to two objectives, climate change mitigation and improving electricity supply security. The theoretical framework developed provides the possibility to assess the electricity sector independence at a national level using a multi-parametric analysis of the fuel mix data. Through a comparative assessment of the knowledge gained in different countries the authors provide insights and suggestions that allow for an improved understanding of the trade-offs and synergies that various policy options may introduce.  相似文献

Small Island Developing States (SIDS) have established ambitious renewable energy targets. The promotion of renewable energy has been motivated by several factors: a desire to lessen dependence on fossil fuels, to attract development assistance in the energy sector, and to strengthen the position of SIDS in climate change negotiations. Here we explore the interplay between the role of aid and energy policy in the development of renewable energy resources in SIDS. We find that the importance of development assistance has implications for the sustainability of renewable energy development, given that funding is not always accompanied by necessary energy policy reforms. We also identify energy efficiency and access to modern energy services as having received insufficient attention in the establishment and structure of renewable energy targets in SIDS, and argue that this is problematic due to the strong economic case for such investments.  相似文献

Among the OECD countries, Japan has achieved one of the lowest energy intensities and has been successful in reducing emissions of key air pollutants and CO2 associated with energy use while maintaining a relatively high rate of economic growth, indicating that in Japan energy and environment policies have been able to address each other effectively. This study shows that in both policy domains, considerable importance was attached to the enhancement of energy conservation. The industrial sector has been the most responsive in reducing energy intensity as well as in controlling pollution. Aided by government fiscal measures, the iron and steel, chemicals and automobile industries have pursued both energy conservation and pollution control through suitable process or product innovation. The recent response to global environment issues shows that both the government and the industrial sector are determined to enhance energy conservation and environmental amelioration through technological innovation, indicating that Japanese technologies will continue to be ‘environmentally competitive’.  相似文献

Geothermal energy is widely used in Iceland for space heating swimming pools and snow melting systems as well as for greenhouses and soil heating and aquaculture. Its contribution to the standard of living in Iceland is very substantial. The industrial applications are, however, fewer today than anticipated twenty years ago. This paper considers some of the socio-economic reasons for that.Although geothermal energy is generally a cost competitive source of energy, it is site limited and does not by itself provide sufficient economic incentive to attract manufacturing or process industries. This generally requires another, locally available production factor offering further competitive advantage to justify greenfield investments. World economic slow-downs, and structural problems in many process industries after the energy crises of the seventies have reduced interest for investments in energy intensive industries world wide.While public sector initiative motivated by technological possibilities was instrumental for developing geothermal resources in the past, time has now come for private sector initiative, led by market interest, to identify and exploit opportunities for using geothermal energy for industrial purposes. National and local governments must, however, provide the appropriate incentives to stimulate such developments.  相似文献
