THE PROCESS of developing voluntary electrical standards is one of the outstanding activities of the IEEE Industry Applications Society. The resulting IEEE standards give long-lasting and widespread benefits to Society members, and this is perhaps most evident in the Society's ``Color Book' series. The Society standards activity also provides a significant service to other members of the IEEE. For instance, ten percent of all income from IEEE standards document sales in recent years has come from IAS standards [1]. This income production is ahead of the collective standards produced by any other IEEE society. (IEEE standards document sales in 1984 alone totalled $1.8 million.) As described in the IEEE Standards Manual [2], an IEEE standard represents a consensus of all interests concerned with the scope of the standard, provides a common ground for communication among those using the standard, and gives an authoritative reference to the state of technology. Each existing IEEE standard must be kept up to date by means of mandatory review at least every five years. The IEEE is accredited by the American National Standards Institute (ANSI), and IEEE standards are routinely submitted to ANSI for adoption as American National Standards.  相似文献

The technical quality of an IEEE standard and its expeditious delivery to the user community are the responsibility of highly competent professionals working in committee to achieve those results. In a way, these goals are competing forces. Rushing a standard by sacrificing quality is unacceptable, yet it is equally unacceptable to miss a market niche by delivering a standard too late. That is why the IEEE, as the best equipped standards developer in the electrotechnology field, must continue to strive for improvements in our processes. A number of years ago, the IEEE Standards Department set about designing a user-friendly, automated system that would speed up the standards development process. We are committed to this project, which we have called the Standards Process Automation System, or SPAsystem for short. When fully implemented, we expect it to introduce economies, shorten schedules, lighten the load on our volunteers, and expand international participation  相似文献

This work presents an overview of IEEE 1349-2001, a Guide that assists individuals, organizations, and suppliers with the application of motors in Class I, Division 2 locations, where flammable gases and vapors may occasionally be present. Three-phase and single-phase ac synchronous and induction electric motors in sizes from fractional horsepower through 10 000 hp and beyond are covered in the Guide. Primary emphasis is on the use of general-purpose enclosures and precautions against excessive surface temperatures and sparking of rotor bars and enclosure joints. The Guide also provides guidance for maintaining the life-cycle integrity of motors in Division 2 locations. Existing codes and standards, such as the National Electrical Code, contain cautionary notes for general-purpose motor applications in Division 2 areas. This Guide documents industry experience and established practices for the application of general-purpose motors in Division 2 locations and provides guidance for applying motors in these locations. It is not a specification and is not intended to be used as a specification for purchasing motors installed in Division 2 locations. This paper does not replace the Guide, but should be used to supplement and understand the Guide. Significant motor temperature information is contained in the Guide including maximum recommended Division 2 exposed surface temperatures at full load. Manufacturers, users, and other industry experts worked about eight years to develop this consensus standard. It was approved by the IEEE-SA Standards Board in December 2001 and published in June 2002.  相似文献

This paper presents a brief overview of the scope and revision of standards outside IEEE that are very important to our society. The National Fire Protection Association (NFPA) sponsors standards NFPA 70, 70B, and 70E and various other standards. Our Society has formal relationships (liaisons) to the technical committees that revise these standards through the Standards Association-Standards Coordinating Committee (SCC) 18. SCC 18 reviews and coordinates the recommendations of IEEE technical committees to establish the IEEE consensus position for the voting members on NFPA technical committees and code making panels.  相似文献

Looking back at the past 40 years of development and forward to the new millennium, this article reviews the subject of safety standards for exposure to microwave/RF energy. The present standards are highly advanced with the use of modern dosimetry and a thorough computerized review of the literature. The bioeffects and hazards are predominantly thermal in nature and applicable standards, whether for exposure or product performance, incorporate large safety factors. These standards are the result of broad consensus among an appropriate balance of scientists, engineers, and stakeholders that results under the due process of the IEEE Standards system  相似文献

Medical device standards provide many benefits to manufacturers and users of medical devices. Compliance with these standards is necessary to allow companies to market their devices. Standards contain requirements that affect the way medical devices are designed, developed, and tested. Students in biomedical engineering senior design courses need to be made aware of these standards and understand their impact on the design process for medical devices. They need to appreciate the value of considering them early in the design phase of a project. Three IEEE standards that address submersible cable testing and specification were the first standards sponsored by the Petroleum and Chemical Industry Committee of the IEEE Industry Applications Society. The latest editions of these standards have been completely rewritten to reflect newer technology. This paper will cover the history of the standards as well as an overview of the technical aspects. Surprisingly, the latest revision of these three standards was the most difficult to gain approval. There are many standards, which apply to electric equipment, such as ANSI, IEEE, NEMA, UL, and IEC. These standards cover factors such as design, installation, performance, and testing of both components and assemblies of components. To consider all of these factors would be a major undertaking. Only the performance and conformance testing of assemblies such as induction and synchronous motors in integral horsepower ratings, controllers for 600-V and 5000-V classes, low-voltage and medium-voltage switchgear assemblies, and transformers for load centers and substations are covered. The tests which are performed, whether the tests are routine, design, or by request only, and the standards which specify the requirements and test codes are shown.  相似文献

In the early 1970s, the Static Power Converter Committee of the Industry Applications Society started work on a standard that would give guidelines to users and engineer-architects for the application of static power converter drives in electric power systems that contain capacitors. The result was IEEE 519-1981, IEEE Guide for Harmonic Control and Reactive Compensation Static Power Converters. Since all standards are reviewed every five years, a review of IEEE 519-1981 has been in progress, with the revision to be submitted to the IEEE Standards Board in 1988. The changes that are included in the revised standard and examples of the application of IEEE-519 are discussed. IEEE standards and test procedures are widely used by motor and generator vendors and users to commission windings in new machines, as well as evaluate the condition of the winding insulation in operating machines. Until recent revisions, the basic procedures and standards in use were written over 25 years ago. Since the 1970s, motor windings have encountered many changes in their design and manufacture. The result was that the interpretation of results in many of the standards was no longer valid for the more modern motors. Over the past five years, the IEEE Power Engineering Society has conducted a major review and updating of most of these standards. Many important changes in test procedures and interpretation guidelines have resulted. This paper reviews the main insulation standards used for stator and rotor winding diagnostic testing, and discusses the changes that have been made. Standards discussed include: IEEE 43, 56, 95, 286, 522, and 1434. For example, IEEE 43-2000 now requires a minimum insulation resistance of 100 M/spl Omega/ for new stator windings rated 2300 V or more, rather than the "kV+1" that was required in the past. Furthermore, the interpretation for polarization index has changed such that a motor with a polarization index of 1 is no longer automatically classed as bad.  相似文献
