These minutes constitute the official record of actions of the Association taken during the year, by both the Council of Representatives and the Board of Directors. The roll of Representatives was called at each meeting, and more than a quorum answered to their names. Reference is made in these minutes to various reports, some of which will be published elsewhere. Copies of these reports were distributed to Council members and are on file in the Central Office. In September 1967, the Council of Representatives voted that beginning in 1968, it would meet for only one day midway during the Annual Convention to act on essential routine business and to receive the agenda for its major meeting, to be set for a minimum of two days at a date apart from the Annual Convention. In accordance with that vote, the Council met in Honolulu, Hawaii, on September 5, 1972, at the Annual Convention, and in Washington, D.C., on December 2 and 3, 1972.
