国际贸易单证标准化研究

国际贸易中的单证指的是各种单据和信用证。它包括各种证书、信用证和国际结算中的有关单据,用来处理货物的交付、保险、运输、商检、结汇等。为了简化贸易过程,减少不必要的纠纷,各国的商业、金融、管理机构和贸易双方都承认贸易过程中使用规范数据、商贸术语、单证文本和文本数据交换格式的各种单证。国际贸易涉及的单证多达300余种,包括出口单证、进口单证、运输单证、银行单证、特殊单证等。     

国际贸易标准化推广始现“零”的突破

WTO《TBT协定》框架下国际标准的“应然”与“实然”分析

WTO《TBT协定》基于国际标准的协商一致,避免技术歧视,进而消除贸易壁垒的"应然"性作用机理,将其置于非常重要的地位。本文从"实然"的角度,分析了标准类技术性贸易壁垒的发展态势,提出贸易竞争与技术垄断是国际贸易的永恒主题,协商不意味着国际标准绝对的一致,需要警惕国际标准潜藏的技术歧视的风险等方面。最后,文章确立了"WTO+国际标准化组织+成员(国家)"的推广应用国际标准合作模式,以提升国际标准在规避技术性贸易壁垒,破除国际贸易保护主义。     

Exploratory search of academic publication and citation data using interactive tag cloud visualizations

The number of authors from different countries have recently increased in ecology papers, but the international collaboration among ecologists does not occur in an idiosyncratic way. In this paper, we quantified the level of international collaboration in ecology papers and the influence of geographic distance and socioeconomic factors on collaboration between countries. We obtained all papers from Thomson-ISI, classified as subject ecology between years 2000 and 2014 (total of 62,667 papers with international collaboration in 179 countries). The gravity model (binomial negative model) indicated that the level of international collaboration is moderate spatially structured, decreasing as the geographical distance among countries increase. Moreover, the geographic distance and socioeconomic factors explained 10% of the scientific collaboration among countries (Pseudo R ² = 0.10). Highly collaborative countries were found in similar trade blocs, with similar Human Development Index, similar scientific structure (i.e., number of citation per documents) and tended to be geographically close. Thus, international collaboration will continue increasing, and young ecologists will experience international collaboration, even with distant countries (both geographical and socioeconomic).

从计算在华跨国制造外包容量出发,用统计方法分析了在华跨国制造外包对中国经济与工业发展的影响及其在中国国际贸易出口物流中的地位;在剖析全球贸易物流格局演变的基础上,研究了中国在全球国际物流中的地位演变;阐述了在粤跨国制造外包对广东省经济与工业的影响及其在粤出口贸易物流中地位的演变.     

关于行业协会在应对国际贸易争端中作用的研究

我国出口商品频受反倾销的威胁,而在WTO框架下,解决国际贸易争端的主体只能是非官方的行业协会.阐述了行业协会的性质和优势,并借鉴国外行业协会解决国际贸易争端的作用机制,针对我国行业协会目前存在的主要问题,提出了发挥我国行业协会在解决国际贸易争端中作用的建议.     

International standards for radiation protection

International standards for radiation protection are issued by many bodies. These bodies differ to a large extent in their organisation, in the way the members are designated and in the way the international standards are authorised by the issuing body. Large differences also exist in the relevance of the international standards. One extreme is that the international standards are mandatory in the sense that no conflicting national standard may exist, the other extreme is that national and international standards conflict and there is no need to resolve that conflict. Between these extremes there are some standards or documents of relevance, which are not binding by any formal law or contract but are de facto binding due to the scientific reputation of the issuing body. This paper gives, for radiation protection, an overview of the main standards issuing bodies, the international standards or documents of relevance issued by them and the relevance of these documents.     

Translation and Borrowing of Terminology from International Metrological Documents

An analysis is given of the translation of complex metrological terms which are employed in international documents. In particular, it is shown as a result of an analysis of a translation of a specific international metrological document that it is not always expedient to change the terminology of Russian documents because terms have been renamed in the international document. A short dictionary is given for forward and backward translation of certain metrological terms.
