随着中国市场经济体制改革的深入与完善,作为自然垄断行业的城市供水事业的改革已提上议程。自2002年以来,国家有关部委先后发布了《关于市政公用行业市场化进程的指导意见》、《市政公用事业特许经营管理办法》等文件,一些城市如北京、深圳等也出台了相应的地方规章,供水事业民营化的宏观政策环境与法律框架正逐步建立。作为市场经济高度发达的欧美国家,其城市供水事业改革的一些做法值得中国参考借鉴。本文从欧美国家供水事业民营化的基本情况人手,结合中国城市供水事业实际情况,对中国城市供水事业民营化提出了一些建议。  相似文献

2008年是我国建设发展历程中的重要里程碑,改革开放30周年,盛世迎奥运,和谐遍神州。市政设施管理行业一直以来都是关系民生和经济发展的重要因素,1996年起,上海市市政设施管理体制改革启动。按照“两级政府、两级管理”的原则,开始“下权下放”、“管养分开”、“事企分开”三项行业内的重大改革,至今已有12年了。总结市政设施管理事权下放改革后的经验和不足,促进市政设施管理行业健康稳步发展。2008年1月起历时近3个月,调研小组采用调研提纲、问卷调查、个别访谈等形式对市政设施管理事权下放后,上海19个区县市政工程管理单位的行业状况进行了一次比较全面、深入的调研,形成本调查研究报告。对目前本市市政设施管理行业状况进行梳理总结,为继承成功经验,完善不足之处,形成更加优化,更有利于市政设施管理工作开展提出了相关意见和建议,期望调研能够更好地为继续解放思想、推动科学发展、促进社会和谐服务。  相似文献

This paper contributes to the water privatization and governance literatures by examining the case of Pittsburgh where renewed efforts of water privatization have emerged after a failed private management arrangement between the local water authority and Veolia ended abruptly in 2015. We argue that, as the water authority aims to rebuild trust in the community, resident mobilization has played a key role in hindering further privatizing arrangements and has exerted influence in defining what constitutes the “new public” water in Pittsburgh, by advocating for increased transparency and accountability in governance, infrastructure improvements and protections for low-income residents.  相似文献

The paper problematizes public housing privatization. It compares the trajectory of tenure change in two garden communities – Garbatella, Rome and Sunnyside Gardens, New York City – which privileged public and private ownership, respectively. The cases are currently dealing with tenure change. Sunnyside experienced the enclosure of gardens and citizens’ attempt to reclaim what was held in common in order to bring back the communal spaces. Garbatella is a place where growth over time of rights, powers, immunities, and privileges is manifested in long-lasting processes of appropriation of public housing goods. Despite their different stories, Sunnyside helps to problematize the process of public housing privatization in Garbatella which is further complicated by tenure complexity, State-induced rent gap and institutional displacement. The analysis of tenure change, done by using the ‘incidents of ownership’ notion developed by Marcuse, contributes to the understanding of what public housing privatization means in social and spatial terms. Housing privatization leads to an erosion of the in-between space where individual and collective aspiration meet as a precondition for the reproduction of what is held in common: spatial goods such as open spaces and housing – a fundamental aspect of our citizenship.  相似文献

In Uruguay, potable water services—privatized during the neoliberal period—were set to return to the public sphere in the mid-2000s. This was a promising scenario as it entailed a wide scope for development. However, over a decade after this process was set in motion, the results are discouraging. The new problems in public water management have to do with outsourcing key areas and covert privatization processes. Furthermore, rate reforms transferred the problems created in natural water basins to mass users, which implies a form of water privatization as the entire society subsidizes the environmental costs of pollution (Ribeiro, 2006).There is a wide variety of gray areas between the public management model, where service provision is a common good and a state responsibility, and the private management model, where the service becomes a commodity.This paper analyzes the restatization and public management of drinking water services in Uruguay according to a state logic and its inertias in the transition from neoliberal to progressive administrations. Institutional inertia is critical in these experiences because it renders services the joint and complex result of combining a state logic and a privatization logic, where public oversight and community participation are mentioned by some government authorities but excluded in practice. This is what Gautreau and Perrier have called neoliberal resilience (2019). These logics intertwine perversely in key management areas, such as rate structures.  相似文献

ABSTRACT: In 1989 two public-private coalitions were formed to help plan and develop physical and social infrastructure in Rouse Hill, a minicity of a quarter of a million people for the northwest fringe of Sydney, Australia. Brought together at the instigation of state government bureaucrats, the coalitions were lobby groups and alternative providers of services. The groups drew on unequal resources and had different impacts on the development. Although subject to an increasingly expensive set of environmental requirements, the physical infrastructure providers seized the initiative in privatizing, gaining a large amount of control over the form and timing of development. In contrast, the social service coalition was a reluctant heir of privatization.  相似文献

The paper focuses on public utilities services located in poor countries with a special attention to capture and corruption issues. It confronts the optimal policy of Auriol and Picard [Privatization in Developing Countries and the Government Budget Constraint, Nota di Lavoro 75.2002. Fondazione Eni Enrico Mattei, Milan, Italy] regarding private sector involvement in public utilities with empirical evidence on water and electricity in Sub-Saharan Africa (SSA). As predicted by the theory, the participation of private unregulated firms in the supply of services for the middle class and poor people is fairly common in SSA. By contrast, services for rich people are provided by public utilities. Theory suggests that their prices should be high so that the public firms make a profit. Yet piped water and electricity are subsidized. This suggests that there is a problem of capture by the ruling elite. Since ruling elites design privatization programs, there is concern about their optimality. The paper shows that the social cost of corrupted privatization is non-monotone in the opportunity cost of public funds. Because of the fiscal loss it represents, privatizing profit centers of public firms entails huge social costs in very poor countries.  相似文献

ABSTRACT: This paper explores and analyzes the privatization of the public housing sector in the United Kingdom. In doing so, it argues that the sale of state-owned dwellings has been one of the most significant achievements of the Thatcher administrations. While share issues in state enterprises, such as British Telecom or British Gas, have attracted widespread academic attention, it is the reshaping of the housing sector which has had major social, spatial, and fiscal impacts. Within the welfare state, public housing has, so far, borne the brunt of privatization.  相似文献

This study explores the allocation mechanisms in the public provision of interregional transport and communication infrastructure in Sweden. The logistics of the flow of infrastructure investments from the government budget is examined. The purpose is to consider how the demand for infrastructure investment is estimated by public agencies, how judgments are made on governmental expenditure policy, and what determines the spatial distribution of infrastructure investment. The analysis is carried out along four main lines; demand for infrastructure services, political intentions and goals, the modal composition of investments for transport and communication, and the spatial distribution of infrastructure. The discussion considers functional, spatial, and temporal consistency aspects in the public provision of infrastructure.  相似文献
