目前国内已经有多种投放应用的图书馆自动管理软件,从技术手段上实现图书馆的自动化管理是完全可行的。现在网络化水平快速提高,图书馆的自动化已经不再满足于自身的自动化管理而是逐步走向网络化。网上互联资源共享的图书管理系统是符合社会网络化快速发展的需求的。图书馆现代化管理系统要实现联机采访和联机编目,要能为读者提供联机检索和网上查询等。信息社会的到来,将使图书馆发生根本性的变化,数字化、网络化已成为现代图书馆发展的必然结果。本文采用Delphi6.0为开发语言。后台数据库采用安全性能较高技术成熟的SQLServer2000要开发一个分布式多层图书管理系统,可以实现动态的连接应用程序服务器,只要对配置文件进行配置,就可以动态选择所要连接的应用程序服务器。提供网络借书、网络还书,网络预订、期刊检索、报刊阅读等多种功能。

启动三件大事

今年社科院启动了三件大事,它们是“十五”计划中,信息化建设的内容包括“一个工程、两个板块、三个层次”。这是中国社会科学院信息化专家组组长曹雨生,在参加本报2002年行业信息化应用工作会议时告诉记者的。一个工程指的是:社科院数字图书馆的建设。“2002年的任务主要是图书数字化、联机编目、图书采编一体化并建立图书借阅管理系统。今年资金的投入大约在1100万元。”曹雨生认为构建数字图书馆不能仓促上马,更不能有一口吃成个胖子的想法。作为全国第四大图书馆,国家还将会陆续对这个项目进行投资。曹雨生认为     

遥感卫星数据编目存档系统兼容性探讨

遥感卫星数据编目存档系统是卫星数据目录服务系统的信息支撑中心,是国家空间信息基础设施不可或缺的组成部分。阐述了建立高度兼容的编目存档系统的必要性,指出了编目存档系统兼容性工程实施的难点,并根据计算机技术发展现状提出了解决编目存档系统兼容性问题的方法。     

基于隐马尔可夫模型的语音激活检测算法

针对现有基于隐马尔可夫模型（HMM）的语音激活检测（VAD）算法对噪声的跟踪性能不佳的问题,提出采用Baum-Welch算法对具有不同特性的噪声进行训练,并生成相应噪声模型,建立噪声库的方法。在语音激活检测时,根据待测语音背景噪声的不同,动态地匹配噪声库中的噪声模型;同时,为了适应语音信号的实时处理,降低了语音参数提取的复杂度,并对判决阈值提出改进,以保证语音信号帧间的相关性。在不同噪声环境下对改进算法进行性能测试并与自适应多速率编码（AMR）标准、国际电信联盟电信标准分局（ITU-T）的G.729B标准比较,测试结果表明,改进算法在实时语音信号处理中能够有效提高检测的准确率及噪声跟踪能力。     

分布式WebGIS构件化研究

对Internet/WWW计算环境下WebGIS系统的构件化进行理论和实践的探索，基于COM／DCOM建立一个实用的WebGIS对象构件系统Ceo-Unio。从地理空间数据模型，体系结构，构件层次和构件功能划分等方面对构件化的WebGIS进行阐述，并通过采用空间索引和空间缓存等技术，为地理空间数据的检索和传输效率等问题提供了一种有效的解决方案，所实现的系统已经在多个领域得到良好的应用。     

Computer networks in Estonia, Latvia, and Lithuania

The authors focus on electronic networking in the Baltic republics in the aftermath of their newly regained independence. The authors present background on the existing technology and the problems the Baltics inherited from the erstwhile Soviet Union that have constrained network development. The problems have included limited technical capabilities of Soviet-manufactured computers and the expensive, yet ineffective, communication infrastructure in principal USSR regions. The Baltic republics' Fidonet connectivity, UUCP dial-up connections, and Internet country top-level domains are discussed. The electronic and computer industry and the communication infrastructure, which now form the backbone of Baltic computer-network development, are described

Feature Recognition in Solar Images

Despite several decades of research and development in the field of pattern recognition, the general problem of recognizing complex patterns with arbitrary orientations, locations, and scales remains unsolved and normally is applied using iterative manual evaluation of the detection results. This problem is becoming increasingly important with the growing number of massive archives of solar images produced by instruments located at ground-based observatories and aboard current satellites such as YOHKOH, SOHO and TRACE, with future satellites such as SOLAR B, SDO and STEREO in prospect. The size of expected archives requires a new automated approach to digital image processing and data extraction with robust and efficient pattern recognition techniques to be developed and implemented. This review evaluates techniques for the standardisation in shape and intensity of solar images and summarises the existing manual and semi-automated feature recognition techniques applied to a representative range of solar features, including sunspots, filaments, active regions, flares, coronal mass ejections and magnetic neutral lines. The review also surveys the most recent fully-automated detection techniques developed for the creation of Solar Feature Catalogues of sunspots, active regions and filaments for the European Grid of Solar Observations. The survey is aimed to help researchers and students to learn about the recognition techniques applied to astrophysical images with different levels of noise and distortions and to work effectively with the Solar Feature Catalogue.     

The very pulse of the machine: Three trends toward improvement in electronic versions of humanities texts

Since April 1989, the Center for Text and Technology at Georgetown University has gathered information on the structure of projects that produce electronic text in the humanities. This report — based on the April, 1991 version of the Georgetown Catalogue and emphasizing its full-text projects in humanities disciplines other than linguistics —surveys the countries in which projects are found, the languages encoded, the disciplines served, and the auspices represented. Then the report explores three trends toward the improvement of electronic texts: increased scope of the new projects, improved quality of the editions used, and greater sophistication in the text-analysis tools added. Included among the notes is a list of titles and contacts for 42 projects cited in the report.Michael Neuman is Director of Georgetown University's Center for Text and Technology, whose mission is the creation and dissemination of electronic text for the enhancement of teaching and research in the humanities. He has taught English literature, but his recent articles and presentations focus on electronic editions of philosophical works.James A. Wilderotter 11, Project Assistant at the Center for Text and Technology, has provided many of the compilations in this report and gathered much of the data in the current version of the Georgetown Catalogue of Projects in Electronic Text.     

A European policy framework for geographic information

The paper considers recent developments at the European level in respect to the creation of a European geographic information (GI) community and to the establishment of a policy framework for geographic information, as both aspects are crucial to promote the dissemination of experience and ideas and to coordinate and direct developments in this field. With this in mind it first reviews recent initiatives in developing trans-national networks in GI research and education, and in establishing pan-European organisations acting as voices for the different interests in the GI field or providing services to the emerging GI community. The second part of the paper focuses on the policy debate surrounding the creation of a European geographic information infrastructure and discusses other important initiatives in where the GI dimension is also present. From this review, it emerges clearly that significant progress has been made in many areas and that the European Union has come to play an increasingly important role in this field. There are, however, a number of barriers still existing particularly in respect to the development of a common policy framework on GI at the European level which will require a sustained effort from the GI community to be overcome. This is all the more important at a time when the European Union itself is taking on major challenges including monetary union, and enlargement to former communist countries.
