光学期刊联合编辑部成功参展中国国际光电周

第十一届ILOPE展会于2006年12月5-7日在北京召开,此次展会包含了一个光电展览,四个技术/产业论坛和一个中外贸易交流会.吸引了来自14个国家近400家参展商,展出面积达1万多平米.国内主流的激光、光学和红外厂商悉数到场,同时国外FLIR、光谱物理、相干、镭宝、贰陆、HGH、Senko、美国Photonics、尼康等国际知名企业也携新产品、新技术参与.     

Graph Laplacian Matrix Learning from Smooth Time-Vertex Signal

In this paper,we focus on inferring graph Laplacian matrix from the spatiotemporal signal which is defined as“time-vertex signal”.To realize this,we first represent the signals on a joint graph which is the Cartesian product graph of the time-and vertex-graphs.By assuming the signals follow a Gaussian prior distribution on the joint graph,a meaningful representation that promotes the smoothness property of the joint graph signal is derived.Furthermore,by decoupling the joint graph,the graph learning framework is formulated as a joint optimization problem which includes signal denoising,timeand vertex-graphs learning together.Specifically,two algorithms are proposed to solve the optimization problem,where the discrete second-order difference operator with reversed sign(DSODO)in the time domain is used as the time-graph Laplacian operator to recover the signal and infer a vertex-graph in the first algorithm,and the time-graph,as well as the vertex-graph,is estimated by the other algorithm.Experiments on both synthetic and real-world datasets demonstrate that the proposed algorithms can effectively infer meaningful time-and vertex-graphs from noisy and incomplete data.

3G谈判受阻的主要原因是在谈判中，电信研究院作为一家研究机构实力太弱，如果能聘请外国在专利谈判上有丰富经验的律师或律师行主谈，加上中国政府的免费授权政策和运营商有关采购3G设备政策的出台，专利谈判可能是另外一个结果。     

Intelligent Passive Detection of Aerial Target in Space-Air-Ground Integrated Networks

Passive detection of moving target is an important part of intelligent surveillance. Satellite has the potential to play a key role in many applications of space-air-ground integrated networks(SAGIN). In this paper, we propose a novel intelligent passive detection method for aerial target based on reservoir computing networks. Specifically, delayed feedback networks are utilized to refine the direct signals from the satellite in the reference channels. In addition, the satellite direct wave interference in the monitoring channels adopts adaptive interference suppression using the minimum mean square error filter. Furthermore, we employ decoupling echo state networks to predict the clutter interference in the monitoring channels and construct the detection statistics accordingly. Finally, a multilayer perceptron is adopted to detect the echo signal after interference suppression. Extensive simulations is conducted to evaluate the performance of our proposed method. Results show that the detection probability is almost 100% when the signal-to-interference ratio of echo signal is-36 dB, which demonstrates that our proposed method achieves efficient passive detection for aerial targets in typical SAGIN scenarios.

High-speed recursive digital filter realization

Pipeline techniques have been successfully applied to speeding up processing in both general- and special-purpose digital computers. Application of these techniques to nonrecursive (FIR) filters has been suggested and is quite straightforward. Application to recursive (IIR) filters has not previously been shown. In this paper, the technique for applying pipeline techniques to recursive filters is shown and the advantages and disadvantages of the technique are discussed. Using these techniques, recursive digital filters operating at hitherto impossibly high rates can be designed.The basic research for this idea was supported by the Department of Electrical and Computer Engineering, University of California, Davis, California 95616. The basic idea is the subject of a pending patent application. Polarimetric brightness temperatures of sea surfaces measured withaircraft K- and Ka-band radiometers

Dual-frequency (19 and 37 GHz), multi-incidence measurements of the Stokes parameters of sea surface microwave emission are reported. A series of aircraft polarimetric radiometer flights were carried out over the National Data Buoy Center (NDBC) moored buoys deployed off the northern California coast in July and August 1994. Measured radiometric temperatures showed a few Kelvin azimuth modulations in all Stokes parameters with respect to the wind direction. Wind directional signals observed in the 37-GHz channel were similar to those in the 19-GHz channel. This indicates that the wind direction signals in sea surface brightness temperatures have a weak frequency dependence in the range of 19-37 GHz. Harmonic coefficients of the wind direction signals were derived from experimental data versus incidence angle. It was found that the first harmonic coefficients, which are caused by the up and downwind asymmetric surface features, had a small increasing trend with the incidence angle. In contrast, the second harmonic coefficients, caused by the up and crosswind asymmetry, showed significant variations in T _v and U data, with a sign change when the incidence angle increased from 45° to 65°. Besides the first three Stokes parameters, the fourth Stokes parameter, V, which had never been measured before for sea surfaces, was measured using our 19-GHz channel. The Stokes parameter V. Has an odd symmetry just like that of the third Stokes parameter U, and increases with increasing incidence angles. In summary, sea surface features created by surface winds are anisotropic in azimuth direction and modulate all Stokes parameters of sea surface microwave brightness temperatures by as large as a few Kelvin in the range of incidence angles from 45° to 65° applicable to spaceborne observations     

Parallel computation structures for a class of cyclic spectral analysis algorithms

A digital frequency smoothing algorithm for cyclic spectral analysis is described. Partitioning schemes are presented that have properties amenable to parallel implementation. Parallel computation structures, based on the partitioning schemes, are described and system architectures proposed. From link dynamics to path lifetime and packet-length optimization in MANETs

We present an analytical framework and statistical models to accurately characterize the lifetime of a wireless link and multi-hop paths in mobile ad hoc networks (MANET). We show that the lifetimes of links and paths can be computed through a two-state Markov model. We also show that the analytical solution follows closely the results obtained through discrete-event simulations for two mobility models, namely, random direction and random waypoint mobility models. We apply these models to study practical implications of link lifetime on routing protocols. First, we compute optimal packet lengths as a function of mobility, and show that significant throughput improvements can be attained by adapting packet lengths to the mobility of nodes in a MANET. Second, we show how the caching strategy of on-demand routing protocols can benefit from considering the link lifetimes in a MANET. Finally,we summarize all the analytical results into a comprehensive performance analysis on throughput, delay and storage.

Data privacy against innovation or against discrimination?: The case of the California Consumer Privacy Act (CCPA)

Conducting a case study on the California Consumer Privacy Act (CCPA), this paper analyzes divergent frames of privacy argued by different stakeholders. While the United States has allowed corporate self-regulation of consumer privacy, California became the first state to introduce its own privacy law in June 2018. In early 2019, California held public forums on CCPA, which then became a battleground for various stakeholders to discuss data privacy regulations. Examining 105 public comments made by 99 speakers in 7 CCPA public forums, this study identified that corporate representatives and consumer advocates differed in seven major areas: (1) the purpose of CCPA, (2) definitions of personal information and consumer, (3) operationalization of opt-out, (4) non-discrimination rules, (5) economic ramifications, (6) consumer literacy, and (7) comparison with other privacy frameworks. The findings suggest that corporate speakers follow the frame of privacy as a commodity, while consumer speakers seek the frame of privacy as a right.

Regulating race in the California civil rights initiative: enemies, allies, and alibis

This essay presents an analysis of the California Civil Rights Initiative, a ballot measure that won 54% of the popular vote in November 1996 to end affirmative action in California. Themes within the public campaign organized by supporters of the measure reveal an 'individual rights' framing of the issues, an emphasis on racialized 'internal enemies', and the appointment of 'allies' within the civil rights movement of the 1960s. The essay analyzes these themes to interrogate the ways in which the policy process operates as an important site for the production of knowledge about affirmative action, Black Americans, and racial history.
