推进高校节约用水是建设节水型社会、落实国家节水行动、实现水资源集约安全利用的重要领域之一。近年,高校节水工作取得明显成效,但仍然存在计划用水管理不到位、超定额问题较为突出、日常用水管理粗放、节水器具不普及、非常规水源利用不足、节水宣传教育力度不够等问题。从加强高校节水顶层设计、强化计划用水和定额执行、加强监督管理、健全奖惩机制、加强节水设施改造和宣传教育等方面,提出了对策建议。  相似文献

灌溉管理总站实质作为管理局的派出机构。在市场经济条件下,具有什么样的管理职能,是加强总站管理工作力度所必须明确和解决的问题。笔者认为,总站的根本管理职能,在于坚持以经济建设为中心的指导思想,以落实管理局党政决定为根本任务,运用具体的管理手段,最大限度地调动各管理站的生产积极性,完成和超额完成管理局下达的年度生产目标任务,创造良好的社会效益和经济效益。总站的管理职能主要体现在以下五个方面:一、发挥干部管理职能,建设政治上坚定、作风上扎实、富于开拓进取的中层干部队伍。交口管理局在中层干部管理上,实行聘任制,各管理站站长由局长聘任。总站协助管理局党政,实施对站领导的日常管理工作。这种管理,主要体现在五个方面:一是抓对其政治思想教育,强化经济意识和效益观念,培养过硬的思想作风。二是抓好民主集中制教育,重点是解决集中不够的问题,做到令行禁止,提高贯彻落实管理局决策的坚定性。三是解决好倾向性思想问题,扫清思想障碍,统一思想和认识,达到步调一致。四是加强对站领导的考核,总站内部建立其政绩档案,及时向管理局党政提出奖惩、任免意见,供局领导参考。五是针对每一名站领导的具体情况,确定管理工作的重点,因人制宜,解决好具体问题。一年来,东干  相似文献

社会支持是人们从社会中所得到的、来自他人的帮助,具体到大学生的社会支持,是指大学生在校期间所获得的各种物质和情感上的帮助。在探讨家庭、学校、同辈群体等社会支持对大学生心理健康影响的基础上,对195名大学生的心理健康状况和社会支持状况进行调查分析,结果表明社会支持有益于大学生的心理健康,并提出通过提高社会支持利用度、建立学校社会工作机制等方法来促进大学生的心理健康。  相似文献

针对目前项目业主忧患意识不强,合同风险管理尚未得到广泛重视的现状,建立了水利水电工程项目业主施工合同风险清单,包括合同条款风险、合同履行风险、技术风险、自然及环境风险、合同法律风险、社会政治与经济政策风险等;运用核对表法对托口水电站业主合同管理存在的风险源进行了全面识别;运用层次分析法和专家打分法定量计算了托口水电站业主施工合同风险。针对发生可能性比较大且对项目的顺利实施影响较大的风险因素,提出了建立完善的合同管理制度和工作流程、充分依靠地方政府将移民工作作为首要问题来管理、在合同中专门单列风险费并明确约定风险费用范围等业主所应采取的风险防范措施,这些措施在实践中对业主施工期防范风险起到了良好的效果。  相似文献

Water crisis management in drinking water supply systems is a crucial issue. Many different natural and unnatural disasters cause great damages to these systems. Prioritizing effective strategies by expert decision-makers before any incidence can greatly reduce this damage. Moreover, cost minimization in the provision of these strategies is very essential as the urban crisis management organizations are financially limited. Therefore, this study provided a model for the selection of the most appropriate drinking water supply strategies in crisis conditions, considering possible limitations. Fuzzy PROMTHEE V, a multi-criteria decision-making method, is a new approach developed in this research to help the decision-makers in selecting a set of possible alternatives for drinking water supply management, which are ranked based on five criteria determined by decision-makers (water supply reliability, implementation speed and simplicity, implementation cost, social satisfaction, water quality) and budget limitation as the constraint for the optimization problem. This model was applied in a case study of Tehran city in Iran. Due to the uncertainties in expert opinions and parameters needed for drinking water supply risk management, this model was solved with three fuzzy methods and one non-fuzzy method, and the results were compared. Findings showed that strengthening passive defense in water supply, transportation, and distribution systems; providing water consumption management; encouraging people to save water for emergency conditions and planning to exploit popular forces and performing maneuvers are top-ranked alternatives.

In this study, a water resources management model that facilitates indicator-based decisions with respect to environmental, social and economic dimensions is developed for the Gediz River Basin in Turkey. The basic input of the proposed model is the quantity of surface water that is greatly allocated to irrigation purposes; therefore, supply and demand interrelations in agricultural water use constitute the main focus of the study. The model has been applied under three different hydro-meteorological scenarios that reflect baseline as well as better and worse conditions of water supply and demand, not only to reach an assessment of water budget, but also to evaluate the impacts of proposed management alternatives under different conditions. The Water Evaluation and Planning (WEAP) software is used as a simulation and evaluation tool to assess the performance of possible management alternatives, which is measured by nine proposed indicators. The results of the study have indicated that the Gediz River Basin is quite sensitive to drought conditions, and the agricultural sector is significantly affected by irrigation deficits that increase sharply in drought periods. Even if the optimistic scenario is assumed to occur, it is not possible to observe a significant improvement in the water budget; however, the negative impacts of climate change can possibly exacerbate the water crisis. The indicators also verified that, efficient water management is crucial to ensure the sustainable use of water resources with respect to environmental, social and economic dimensions.  相似文献

Water use since the dawn of human history has increased steadily, and the current trend is no exception. For many reasons it would be a difficult task to alleviate the water crisis significantly in many parts of the world within a reasonable timeframe. System Dynamics Analysis for Managing Iran’s Zayandeh-Rud River Basin   总被引:3,自引:1,他引:2  
Within river basins different social, economic, political and physical subsystems interact. When making decisions, policy makers should be aware of such interactions as any new policy will affect more than one subsystem. To determine the adequacy of a specific management policy, an integrated study is needed of a complicated water management system in the basin considering major physical, social, economic and political aspects. The Zayandeh-Rud river basin, in central Iran with a semi-arid climate and large agricultural, industrial and domestic water uses, is an example of a complicated watershed system where the lack of complete knowledge about all the interacting subsystems has led to failure of the policy makers in addressing the water shortage in the basin. Although water shortages occur fairly soon after completion of each new water source, transbasin water diversion is still the major policy of water planners to address ongoing shortages. System dynamics provides a unique framework for integrating the disparate physical, socio-economic and political systems important to watershed management. This approach is used to comprehend the interactions of different drivers of the problem and to convey the experiences, lessons learned, and perceptions gained during the model development process. A simulation model, built based on causal loop diagrams of the problem, shows that transbasin diversion is not the best and only solution to the problem. The results of the model for different scenarios suggest that various options of demand management and population control can be more effective in addressing the water crisis of the basin when combined with transbasin water diversions, increasing water storage capacity and controlling of groundwater withdrawal.  相似文献
