Abstract

In this day and age, it is widely argued that stakeholder engagement in water-related decision-making processes yields many benefits, including legitimacy, acceptance and trust. Key legal frameworks, such as the European Water Framework Directive and the Aarhus Convention, have spurred the emergence of formal forms of stakeholder engagement. On the other hand, many engagement processes are spontaneous and self-organized. This article investigates the strategies used in formal (government-led) and informal (bottom-up) engagement processes in search of a middle ground. To this end, case studies in the Netherlands, the United States, Uganda and Ethiopia are analyzed using the OECD’s stakeholder engagement checklist. We conclude with reflection on the ways forward to make formal and informal stakeholder engagement complementary.  相似文献

Abstract

The aim of this article is to conduct an evidence-based analysis of stakeholder engagement in decision-making processes affecting multifunctional irrigation systems. The selection of case studies has allowed us to examine different tools that promote stakeholder engagement and good governance. The case studies show how stakeholder engagement in irrigation systems shapes hydrosocial territories: (1) by reducing tension between stakeholders, (2) by redirecting regional planning and strategy, (3) by highlighting water crises, (4) by decentralizing water responsibilities, and (5) by integrating values and beliefs from different stakeholders.  相似文献

ABSTRACT

The article analyzes Tidal River Management in Bangladesh from a social learning perspective. Four cases were investigated using participatory assessment. Knowledge acquisition through transformations in the Tidal River Management process was explored as an intended learning outcome. The study finds that social learning occurred more prominently at the individual stakeholder level and less at the collective level. For Tidal River Management to be responsive and sustainable, especially in times of increased uncertainty and climate vulnerability, more attention needs to be paid to coordination and facilitation of multi-level learning that includes all stakeholders.  相似文献

This paper analyses a Twitter dataset to explore water governance and stakeholder engagement during the introduction of domestic water charges in Ireland. The results highlight active Twitter use during the analysis period, reflective of widespread protest centred on a new utility, Irish Water. The analysis shows protest activities were dispersed and not cohesive, with tweets largely focused on economic and political issues and not on the provision of a sustainable water supply. The findings extend our understanding of these events and provide some insights into the role of social media in water governance and stakeholder engagement issues in an Irish and wider context.  相似文献

ABSTRACT

The article examines how the design and governance of Peru’s water infrastructure shape the social practices and cultural values stakeholders engage in and draw on when negotiating water rights in a year of drought. Reviewing ethnographic data on a large irrigation project in south-western Peru, we discuss how the project both perpetuates power relations between water experts, authorities and users and creates room to challenge its hierarchical organization. The project’s infrastructural assemblage of state and community canals offers an interesting case to explore how the stakeholder cooperation encouraged by Peru’s water law produces hydrosocial communities.  相似文献

The European Water Framework Directive provides a new impetus to manage river catchments in more integrated, joined-up ways. This article looks at the role of stakeholders in integrated catchment management. Taking the work of the Environment Agency as a case study, the article begins by looking at recent successes at managing water related issues and the role of stakeholders in this. It then looks at ways in which water environments continue to be vulnerable, particularly to diffuse pollution, some development practices and climatic changes. It argues for the need for more integrated management responses, characterised by collaborative and inter-disciplinary learning to manage the interdependencies, complexities and uncertainties of catchments as integrated systems. This will require both the strengthening and streamlining of current approaches to stakeholder engagement, as well as the development of new approaches. The article concludes by outlining recent work by the Environment Agency to shape these new arrangements for stakeholder engagement, and by reflecting on the lessons learned from this.  相似文献

Social‐ecological contexts are key to the success of ecological restoration projects. The ecological quality of restoration efforts, however, may not be fully evident to stakeholders, particularly if the desired aesthetic experience is not delivered. Aesthetically pleasing landscapes are more highly appreciated and tend to be better protected than less appealing landscapes, regardless of their ecological value. Positive public perception of restoration actions may therefore facilitate stakeholder involvement and catalyse recognition of ecological improvement. Here we aim to contrast aesthetical perception and ecological condition in headwater river reaches restored through passive ecological restoration in study areas in Portugal (Alentejo) and France (Normandy). We recorded structural and functional indicators of riparian vegetation to monitor the ecological condition of study sites along a passive restoration trajectory. Aesthetical perception indicators were assessed through stakeholder inquiries developed under a semantic differential approach. We analysed perception responses to changes in the riparian ecosystems resulting from passive ecological restoration across different geographical contexts and social groups. The analysed social groups comprised stakeholders (environmental managers and landowners) and university students (landscape architecture and geography students). Results indicate that (a) visual preferences often do not reflect changes in ecological condition, (b) perception of the restoration process is strongly context dependent, and (c) experience and cultural background affect perception of ecological condition across the different social groups analysed. Clear identification of relevant stakeholder groups (those interested in or directly affected by restoration), effective communication, and stakeholder engagement are therefore essential for assuring the success of river restoration projects.  相似文献

Environmental flows are now a standard part of sustainable water management globally but are only rarely implemented. One reason may be insufficient engagement of stakeholders and their priority outcomes in the environmental flow‐setting process. A recent environmental flow assessment (EFA) in the Kilombero basin of the Rufiji River in Tanzania concentrated on a broad‐based investigation of stakeholders' use and perceptions of the ecosystem services provided by the river as a framework for the assessment of flow regimes that would maintain them. The EFA process generally followed the Building Block Methodology but within an enhanced stakeholder engagement framework. Engagement began with the involvement of institutional stakeholders to explain the purpose of the EFA and to elicit their priority outcomes. Extensive interactions with direct‐use stakeholders followed to investigate their uses of and priorities for the rivers. Results were used by the EFA specialist team in choosing flow indicators and defining measurable environmental objectives. The specialists then met to reach a consensus of the flow requirements. The EFA results were lastly reported back to stakeholders. During the Kilombero EFA, we learned that stakeholders at all levels have a good awareness of the natural services provided by a healthy river and can contribute to the setting of environmental objectives for the rivers and floodplain. These can be factored into the biophysical assessments of river flows required to maintain habitats, processes, water quality, and biodiversity. It is therefore important to allocate significant resources to stakeholder engagement. It now remains to be seen if enhanced stakeholder engagement, including the increased understanding and capacity built among all stakeholders, will increase support for the implementation of the recommended flows.  相似文献

Management actions taken to meet the phosphorus load targets in the 1978 Great Lakes Water Quality Agreement proved highly successful, initially. Eutrophication symptoms abated, and attention was redirected toward other important water quality problems. However, in the early 2000s Lake Erie, in particular, began to re-experience severe algal blooms and other problems associated with excessive nutrient inputs. The 2012 GLWQA prompted the development of updated phosphorus targets, and endorsed the concept of adaptive management. We propose that an active adaptive management program that maximizes learning opportunities will be imperative to sustain any future improvements realized in response to the new targets. Every year offers natural, albeit uncontrolled experiments to exploit the adaptive management concept of “learning by doing." A carefully thought out plan of complementary monitoring and modeling, supported by stakeholder engagement, will promote an improved understanding the processes that influence lake behavior and guide essential refinements to management goals and appropriate actions to attain them. In 2019 the International Joint Commission released a set of recommendations regarding the use of modeling approaches to support adaptive management in Lake Erie. We have incorporated those recommendations herein to further inspire the Great Lakes community to invest in an active adaptive management strategy that will serve us into the future.  相似文献

Abstract

Non-point source pollution is recognized internationally as a critical environmental problem. In Illinois, soil erosion from agricultural lands is the major source of such pollution. The erosion process, which has been accelerated by human activity, tends to reduce crop productivity and leads to subsequent problems from deposition on farmlands and in water bodies. Comprehensive watershed management, however, can be used to protect these natural resources. In this study, a discrete time optimal control methodology and computational model are developed for determining land use and management alternatives that minimize sediment yield from agriculturally-dominated watersheds. The solution methodology is based on an interface between a genetic algorithm and the U.S. Department of Agriculture's Soil and Water Assessment Tool. Model analyses are performed on a farm field basis to allow capture of different, local stakeholder perspectives, and crop management alternatives are based on a three-year rotation pattern. The decision support tool is applied to the Big Creek watershed located in the Cache River basin of Southern Illinois. The application demonstrates that the methodology is a valuable tool in advancing comprehensive watershed management. The study represents part of an ongoing research effort to develop an even more comprehensive decision support tool that uses multi-criteria evaluation to address social, economic, and hydrologic issues for integrative watershed management.  相似文献

Abstract

This paper examines new forms of political participation on the part of rural water committees in Nicaragua in the mid-2000s. In particular, it explores the role of multisectoral alliances in facilitating water committees’ (1) physical mobility and political visibility, (2) political and legal capacity-building, and (3) access to state channels of representation. Contributing to theories of social capital, this case reveals a transformation of participation in water governance from locally grounded collective action for water management to engagement in public policy processes. In practical terms, the paper casts lessons for improved water governance via more inclusive policy processes.  相似文献

In January 2017, the water community in Brazil celebrated the 20th anniversary of the promulgation of Brazil’s National Water Resources Policy (Federal Law 9.433). However, Brazil’s participatory model has not delivered the expected policy outcomes yet. Inclusiveness in decision making has become pointless since mechanisms of social control and accountability are almost nonexistent. Despite the widely celebrated opportunities for stakeholder engagement and decentralized water management, implementation of water policies remains largely dependent on state actors. These findings indicate the need for carefully planned and evidence-based water reforms in Brazil.  相似文献

ABSTRACT

Through the lens of the 12 OECD Principles on Water Governance, this article examines six water resources and water services frameworks in Europe, Asia-Pacific, Africa and South America to understand enhancing and constraining contextual factors. Qualitative and quantitative methods are used to analyze each framework against four criteria: alignment; implementation; on-ground results; and policy impact. Four main target areas are identified for improving water governance: policy coherence; financing; managing trade-offs; and ensuring integrity and transparency by all decision makers and stakeholders. Suggestions are presented to support practical implementation of the principles through better government action and stakeholder involvement.  相似文献

Watershed management has evolved during the 1990s in Bangladesh. However, it has not yet achieved much exposure in the country, even though wetlands play a very significant role in its ecology, economy and stakeholder livelihoods. Several watershed management programmes have been initiated in the country with a co‐management and participatory approach, but in a piecemeal basis. Many wetland problems have arisen as a result. This study reviews watershed management programmes and undertakes a sustainability analysis of three recent initiatives, namely MACH, Nishorgo and Tanguar Haor projects, on the basis of the main watershed exchanges. This analysis indicates these projects are/were less environmentally, but more socially and economically, sustainable. Thus, this study suggests first incorporating the unaccounted environmental sustainability indicators. Moreover, the country's future management programme(s) should incorporate stakeholder livelihood improvements and social empowerment via education and training schemes, by ensuring social inclusiveness that makes the management initiatives locally sustainable.  相似文献

Abstract

Integrated water resources planning and management are considered very complex issues. These issues are usually addressed through the multi-sectoral, interdisciplinary and hierarchal decomposition approaches. In general, integrated resource management indicates the consideration of water, social, socio-economic, economic and environmental issues. The current study aims at merging the GIS and Multi-Criteria Evaluation (MCE) techniques for the integrated water resource management of a cropped area. An area of about 120,000 Hectares located in the Northern Nile River Delta area with a coastal zone on the Mediterranean was selected and GIS was applied to represent the area's different environment, social, economic, and water factors. Different randomization cropping pattern distribution scenarios were proposed. Through the merging of GIS and MCE approaches, three scenarios were run and evaluated at three different levels: farm, canal catchment area and whole area. This merging resulted in a very powerful tool for the evaluation of different plans. The merging of GIS and MCE really facilitated the decision making process for these types of integrated water management problems.  相似文献

Abstract

Despite increasing convergence on the social learning concept as a theoretical foundation of collaborative practices for water governance, this article shows the pitfalls of its uncritical application as a normative ideal. The discussion is based on the analysis of a community-based initiative for water supply and slum upgrading in India, which is considered a best practice of good governance due to its collaborative approach. A different interpretation of the project is proposed through the analysis of its successes and failures from a community perspective. Finally, a recommendation for context-specific selection of theoretical bases for participatory practices is made.  相似文献

The ever increasing growth in the earth's population and the rapid changes in individual and social standards and in agricultural, industrial and other water needs make increasing demands on the world's water resources. These demands in turn call for improved hydrological observations, analyses and designs, for better operation of facilities for the control of water resources, and for a clearer understanding of the impact on the environment of man's use of natural water resources and discharge and re-use of waste water. The education and training of water engineers must lay special stress on adaptability and flexibility of outlook. This paper concerns the efforts of a new university eager to meet the challenges of the 21st century by ensuring that an undergraduate curriculum in water engineering is fully defined by taking into consideration the necessary elements to satisfy national and international requirements; by identifying what changes have occurred since the 1950's; the reaction by universities to such changes; the specific existing lacks affecting the ideal education of a water engineer; and specific advice to the university enabling it to consider all the options available.  相似文献

ABSTRACT

This article evaluates the prospects for rainfall-runoff water harvesting as a means of increasing water supplies in Greater Amman and the Hashemite Kingdom of Jordan. Rain/all-runoff water harvesting is a small-scale water conservation approach for catching/storing rainfalls and certain runoff waters in a localized area. before the waters enter the usual hydrologic cycle. Generally the methods are small basic impounding concepts as compared with larger-scale river dams and reservoirs. Catchment of rainfall drainage from a building roof with tank storage is the commonest practice. This is an age-old practice used to sustain populations, mostly in arid areas of the world, but also in areas where water distribution systems are unavailable. In the following text, water harvesting yields are calculated for residential roofs and for the potential from commercial and industrial areas. as of 1990 and projected to 2005. The results show that rainfall-runoff water harvesting is an increasingly attractive consideration in arid areas facing acute water supply shortages, for both villages and urban centers.  相似文献

Abstract

This article examines the political economy factors that are likely to shape China’s attempts to reform its approach to managing floods, particularly by implementing integrated flood risk management (IFRM). IFRM emphasizes the use of structural and non-structural measures to reduce flood risk, rather than simply seeking to control flooding. For China, reducing flood risk is increasingly important in light of urbanization and climate change. However, a number of political economy issues, especially the division of power between central and local levels of government, create considerable challenges for flood management reform. This article examines China’s approach to implementing IFRM in light of existing political economy constraints and the institutional framework for flood management. It argues that effective flood management reform requires addressing common challenges, including interjurisdictional and intersectoral coordination and stakeholder participation.  相似文献

This paper develops a decision support framework that assists managers in the urban water industry to analyse a mix of water service options, at the whole-of-city scale. The decision support framework moves decision-making in urban water systems from traditional command and control approaches that tend to focus on an outcome at a point in time to a more sustainable, inclusive and dynamic decision-making process driven by social learning and engagement. While available models and evaluation techniques provide valuable input to decision-making, the complex nature of urban water systems requires more than just social and economic criteria to be considered as part of decision support frameworks. The authors believe that current decision support frameworks need to be presented in a way that incorporates adaptive management and integrated urban water management strengths at the strategic and operational level. The inclusion of social learning and engagement is necessary to achieving this end.  相似文献
