电子政务总体框架的设计是电子政务建设的关键,实现“以人为本”的服务性电子政府是电子政务研究的根本目标。本文针对服务性电子政府的建设目标,提出了一种面向公民的电子政务服务框架(CCeGSF),该框架采用面向服务的架构(SOA)和业务流程管理(BPM)等先进技术为支撑,符合通用性、标准化和柔性的设计要求,具有耦合性松、灵活性大、资源共享性强、可扩展性强等优点。基于CCeGSF的大连市高新技术开发区电子政务服务系统运行效果良好,能够为用户提供便捷、优质的服务。  相似文献

从构造电子政务应用系统的角度出发,给出以基本的信任与授权服务和政务共享平台为支撑,以工作流引擎、通用电子政务构件、服务集成模块为内容的一站式电子政务的服务架构。对该架构下的电子政务服务过程,包括身份认证流程、应用授权流程、服务调度及处理流程进行抽象描述。以网上税务系统为例,分析了一站式电子政务构架下具体的电子政务应用系统的建设方式。  相似文献

电子政务公众服务系统采用信息通讯技术,通过流程优化与创新,向公民和法人提供便捷和高效服务.电子政务公众服务系统的建设、运营与持续改进是涉及到政府决策、行政管理、信息技术治理、软件系统开发及维护、数据和知识管理等多领域的复杂工程.基于对电子政务公众服务系统特性的分析和相关研究成果,提出一种面向公众服务领域的具有服务系统特性的系统框架—ESSF-EGov.该框架基于Zachman框架方法,具有覆盖电子政务公众服务系统生命周期所有阶段的整体性,也结合了相关多领域的视角.通过一个案例展示和说明了该框架在政府公众服务门户发展中的应用.  相似文献

e-Government systems differ from commercial information systems (IS) in that they frequently encompass strategic goals that go beyond efficiency, effectiveness and economy, and include political and social objectives such as trust in government, social inclusion, community regeneration, community well-being and sustainability. Designing e-Government systems that help to meet these objectives is a significant challenge for the future. This paper develops an evaluative design framework for e-Government projects that complements traditional approaches to IS evaluation. The framework is based upon Moor's concept of public value. It focuses upon citizens' and clients' experiences of service provision and service outcomes as contributors to the formation of public trust. Trust is shown to be related to the extent to which people feel that an e-Government service enhances their sense of being well-informed, gives them greater personal control, and provides them with a sense of influence or contingency. The framework's development and validation are founded upon analyses of a two live case studies in south-east England and London, U.K.  相似文献

Despite the burgeoning number of studies of public sector information systems, very few scholars have focussed on the relationship between e-Government policies and information systems choice and design. Drawing on Fountain’s (2001) technology enactment framework, this paper endeavours to conduct an in-depth investigation of the intricacies characterising the choice and design of new technologies in the context of e-Government reforms. By claiming that technologies are carriers of e-Government reform aims, this study investigates the logics embedded in the design of new technology and extant political interests and values inscribed in e-Government policies. The e-Government enactment framework is proposed as a theoretical and analytical approach to understand and study the complexity of these relationships which shape e-Government policies.  相似文献

Small to medium sized public organizations (SMPOs) share some of their e-Government requirements with their larger counterparts, such as the pending needs for interoperability, security and user friendliness. Additionally, they have some specific needs that are either unique in their context or more demanding due to their characteristics. These are cost and resources considerations, enhanced accessibility and greater scalability due to the larger number of citizens and businesses served and automated processing because of the restricted number of trained personnel. This paper first proposes an architecture for a secure e-Government platform based on Web Services, which addresses the above requirements. Secondly, a specific service is built upon the proposed platform, in which a municipality generates and securely delivers a digital birth certificate to a citizen or another municipality.  相似文献

Over the last few years, the area of electronic government (e-Government) has received increasing prominence and attention; people are interacting with e-Government systems to an ever greater extent. It is therefore important to measure the development of e-Government. Adopting principal component analysis (PCA), this study presents, validates and updates an evaluation model with 5 dimensions based on Socio-Technical model and Stakeholder Theory, which captures the multidimensional and interdependent nature of e-Government system. The validity of the model is empirically investigated using a sample of local e-Government of 18 cities in China, all of which have high Internet penetration and mature ICT use. The five dimensions of the evaluation model include project construction, information security management, special construction, transparency of government affairs and informationized ability. K-means clustering is applied in the subspace created by PCA to evaluate the local e-Government stages of growth of these 18 cities. The findings provide several important implications for e-Government research and practice.  相似文献

With the global emergence of public sector information communication initiatives, there has been a growing need for research on factors influencing adoption of e-Government services. To fill up the existing knowledge gap in this area, this paper examines factors influencing adoption of electronic government services among business organizations in Singapore. Drawing on Rogers' Innovation Diffusion Theory and on the literature on network externalities, social influence, and barriers to adoption, this paper develops a theoretical framework and proposes that perceived benefits, management readiness, sensitivity to cost, external pressure, and social influences are positively related to the adoption decision. We tested this framework using survey data from 128 business organizations in Singapore. The results show a significant positive relationship between perceived benefits, external pressure, and social influence and the firms' decision to adopt e-Government services. Some possible implications of our study are that governments need to increase public awareness of direct and indirect benefits of their e-services, to portray e-services as up-to-date, effective and secure, and to put in place various incentives to encourage their adoption.  相似文献

Ranked best in the world for e-Government Readiness in 2002, 2004, and 2005, second in 2006 and third in 2007, Taiwan's experience in promoting e-Government services could provide governments worldwide with practical knowledge for planning and implementation. In general, e-Government services can be seen as innovations for citizens to adopt. This study uses the tax e-filing system (TEFS) in Taiwan as an example and investigates the determinants of citizens' adoption of such an innovative e-Government service. Three diffusion models – the external, internal and mixed influence models – are employed to reveal whether the diffusion of the TEFS in Taiwan is affected by government promotion efforts, interactions among acquaintances or a combination of both. Findings indicate that the influence of acquaintances is the major predictor of Taiwan's TEFS diffusion and the mixed influence model is the best fit. ‘Source-Strategy Fit’ implications are proposed based on this study's findings.  相似文献

A number of models have been offered to help explain the trajectories of e-Government projects: their frequent failures and their rarer successes. Most, though, lack a sense of the political interaction of stakeholders that is fundamental to understanding the public sector. This paper draws on actor-network theory to provide a perspective that is used to explain the trajectory of an e-Government case study. This perspective is found to provide a valuable insight into the local and global actor-networks that surround e-Government projects. The mobilisation, interaction and disintegration of these networks underpins the course of such projects, and can itself be understood in relation to network actor power: not through a static conception of ‘power over’ others but through the dynamic-enacted concept of ‘power to’. As well as providing a research tool for analysis of e-Government project trajectories, the local/global networks approach also offers insights into e-Government leadership as a process of network formation and maintenance; and into the tensions between network stabilisation and design stabilisation.  相似文献
