“交通部纪检监察案件动态管理和分析系统二期开发和推广应用”项目可行性研究报告评审会举行

11月7日，“交通部纪检监察案件动态管理和分析系统二期开发和推广应用”项目可行性研究报告评审会在上海海事大学举行。本次评审会由交通部科教司主持，全国交通系统和有关高校十余名专家出席会议，王宏彪、张川国、黄有方、肖宝家等学校领导以及王晓峰、刘广钟等学院领导到会。评审会一致通过了由信息工程学院钱晓江教授负责研究的该项目可行性研究报告。

ABSTRACT

Russian communications intelligence has a long history. Although originally focused on supporting the Ministry of Foreign Affairs, it subsequently expanded to include at least the Ministry of Internal Affairs as well as the Army and the Navy. Navy comint in the Baltic Sea area, in fact, was so thoroughly developed in World War I that operations undertaken by the Baltic Sea Fleet were almost always successful. A large part of the credit goes to A. I. Nepenin as chief of the Baltic Sea Fleet Communications and Intelligence Service.     

Teacher education in IT in Germany

Abstract In 1988 the eleven West-German Kultusminister , with responsibility for the school systems in their respective Bundeslaender , reached agreement with the Federal Ministry of Education and Science on the broad concept of 'Information and Communications Technology', ITG. After four years of discussion it was agreed that ITG should be introduced into the secondary level of the general schools. In spite of strong disagreements about the ways and speed of implementation, and after several years of experiments, important parts of the concept have become a reality in practically all of the old Bundeslaender. While acknowledging the complexity of the German educational system the paper attempts to outline the development of the concept of Information and Communications Technology and its consequences in teacher education. The development in the eastern part of Germany, the former GDR, has been completely different to that in the western part and this is also commented upon in the paper.     

软件视频会议中录播功能实现方案浅析

讨论了在软件网络视频会议系统中实现会议内容录制和同步播放功能的实现方案。本方案应用多线程和二进制文件的读写技术,将经压缩传输后的每一个视、音频数据包分别写入时间戳,然后同步录制成视频文件和音频文件。播放时先解压缩,然后根据写入的时间戳和线程同步技术进行视、音频自适应同步播放。由于播放器集成在系统中,有利于会议信息保密。本方案已成功应用于交通部网络视频会议系统中。     

A new type of solution method for the generalized linear complementarity problem over a polyhedral cone

This paper addresses the generalized linear complementarity problem （GLCP） over a polyhedral cone. To solve the problem, we first equivalently convert the problem into an affine variational inequalities problem over a closed polyhedral cone, and then propose a new type of method to solve the GLCP based on the error bound estimation. The global and R-linear convergence rate is established. The numerical experiments show the efficiency of the method.

Directional filter for SAR images based on nonsubsampled contourlet transform and immune clonal selection

A directional filter algorithm for intensity synthetic aperture radar （SAR） image based on nonsubsampled contourlet transform （NSCT） and immune clonal selection （ICS） is presented. The proposed filter mainly focuses on exploiting different features of edges and noises by NSCT. Furthermore, ICS strategy is introduced to optimize threshold parameter and amplify parameter adaptively. Numerical experiments on real SAR images show that there are improvements in both visual effects and objective indexes.     

Synchronization and exponential estimates of complex networks with mixed time-varying coupling delays

Exponential estimates and sufficient conditions for the exponential synchronization of complex dynamical networks with bounded time-varying delays are given in terms of linear matrix inequalities （LMIs）. A generalized complex networks model involving both neutral delays and retarded ones is presented. The exponential synchronization problem of the complex networks is converted equivalently into the exponential stability problem of a group of uncorrelated delay functional differential equations with mixed timevarying delays. By utilizing the free weighting matrix technique, a less conservative delay-dependent synchronization criterion is derived. An illustrative example is provided to demonstrate the effectiveness of the proposed method.

The Communications Assistance for Law Enforcement Act (CALEA) requires telecommunications providers, including VoIP and broadband ISPs, to provide wiretapping capabilities with their services. Law enforcement and the telecommunications industry must work together to set CALEA-compliant standards.

A research of the employment problem on common job-seekers and graduates

A problem on the employment market swarming with both multitudinous common job-seekers and graduates was studied. The employment situation in the market was analyzed firstly. Based on the analysis, the situation was dynamically modeled. The model was properly processed and simplified. A control model corresponding to the method was deduced. As a result, a control solution for the model is obtained, and an example with Simulink demonstrates the control effect. By means of the proposed method, an optimal control for the dynamic balance between multitudinous common job-seekers and graduates can be obtained.
