Problem, research strategy, and findings: Stakeholder participation facilitates efficient identification of recovery needs, dynamic exchange of information, and consolidation of diverse perspectives as well as builds long-term trust and social capital between stakeholders. Yet, planners often fail to use the full potential of participatory planning when they are caught in the fast-paced, uncertain, and complex post-disaster environment. We draw lessons from case studies on recovery planning after three major disasters: the Indian Ocean tsunami (2004), Hurricane Katrina (2005), and the Wenchuan earthquake (2008) in China. We collected qualitative data about participatory planning using key informant interviews with stakeholders, supplemented by field observations, records of planning meetings, and government documents. We find that stakeholder participation in disaster recovery planning can happen in nontraditional yet effective ways, including indirect representation and active opposition. Disasters can rebalance power relationships and create more opportunities for participation by marginalized groups. Stakeholders’ participatory behaviors evolve over the course of recovery due to shifting priorities, intensified resource competition, and the difficulty of using “normal” participatory mechanisms.

Takeaway for practice: Stakeholder participation, a time-consuming process, can actually speed up recovery in the long run. Planners must critically examine the local community's social and power structures, identify potential for nontraditional participation, tap into networks of indirect representation, and adapt to the changing landscape of actors and local interests to contend with the challenges of participation in disaster recovery and make use of new opportunities as they arise.  相似文献

Abstract

Problem, research strategy, and findings: Scholars and practitioners in the fields of planning, public participation, and consensus building have devised a variety of techniques for participatory decision making. Despite the ever-growing literatures on public participation, consensus building, and deliberative democracy, few scholars have studied perhaps the most elemental consideration in designing participatory processes: how to create physical environments for productive interactions and conversations. In this study, we address that gap in the scholarship on participatory decision making by answering two questions: What are planners are seeking to achieve when creating venues for engagement, participation, or collaboration? What are the tools at their disposal to do so? We interviewed practitioners with significant experience in the facilitation of planning processes, selected at random from the National Roster of Environmental Conflict Resolution Professionals, and developed a set of objectives and considerations for creating effective venues for participation and collaboration in planning. Based on our analysis, we find that venue creation involves three key dimensions: determining the appropriate venue-related process objectives, selecting a location, and arranging the chosen space.

Takeaway for practice: Combining insights from existing guidance in handbooks and reports with the findings from our interviews, we developed the Venue Creation Tool to support more informed discussions and choices related to venues for participation and collaboration in planning.  相似文献

Abstract

Museums and science centres are increasingly employing participatory approaches to exhibition design. Despite the increasing interest, the dynamics, challenges and benefits of employing participatory methods in museum design remain under-researched. Ensuring that audiences are involved requires reflections on the aim of the participation, and on the implications of its practical and institutional embeddedness. We analyse how co-design frames the meeting between disciplinary fields, as well as achieving audience involvement, through the case of the PULSE project. Here, designers, researchers, and families co-designed a health-promoting exhibition at a Danish science centre. We investigate how the co-design process was shaped between the fields of health promotion research and exhibition design practice. We describe how audiences and professionals were redefined and repositioned, and how tensions arose and necessitated negotiations of expertise, authority and modes of participation. The ideal of visitor involvement created tensions with existing design and development practices complicating the translation of user experience into exhibition design.  相似文献

Children are usually more competent than acknowledged by adults and designers. Valuable user perspectives are lost if only information from adult carers such as teachers and parents is included in the design process. Participatory projects can be empowering processes resulting in empowered outcomes, i.e. increased physical empowerment of children and products that raise their quality of life. In this paper, a theoretical platform for developing a design methodology for participatory design with underprivileged children in developing countries is presented. The framework consists of an explanation of psychological empowerment in the context of participatory design processes, a definition of participatory design with children, and a model distinguishing between different levels of user participation. Experiences and results from a case study conducted with children using prosthetic legs in Cambodia are described. The case study shows that through simple participatory techniques, children can give designers insight into their needs and desires.  相似文献

Recent case study research in local government authorities in northern Australia illustrated that ecological sustainability in land use planning is difficult to address while community work and environmental planning, as central ecological sustainability components, are marginalised in the planning process. Emanating from that study, the framework proposed in this paper advocates a planning approach that is inclusive, participatory and discursive and recognises the diverse knowledge and skills of all local government practitioners.  相似文献

This article starts from the paradox that, although participation is a defining trait of participatory design (PD), there are few explicit discussions in the PD literature of what constitutes participation. Thus, from a point of departure in Actor-Network Theory (ANT), this article develops an analytical understanding of participation. It is argued that participation is a matter of concern, something inherently unsettled, to be investigated and explicated in every design project. Specifically, it is argued that (1) participation is an act overtaken by numerous others, rather than carried out by individuals and (2) that participation partially exists in all elements of a project. These traits are explicated in a design project called ‘Teledialogue’, where the participants are unfolded as networks of reports, government institutions, boyfriends, social workers and so on. The argument is synthesised as three challenges for PD: (1) participants are network configurations, (2) participation is an aspect of all project activities and (3) there is no gold standard for participation.  相似文献

Abstract

Scholars and policy-makers are concerned that young adults’ housing opportunities are becoming more dependent on their family background. This could hinder social mobility and exacerbate inequality. Using data from three cohorts of young people drawn from the Office for National Statistics Longitudinal Study of England and Wales, this study examines how parental attributes in childhood are linked to young adults’ housing outcomes two decades later. The results show that young adults’ housing outcomes have changed considerably over time and are persistently stratified by parental class and tenure in ways that vary by gender. Housing outcomes have become somewhat more polarised by parental tenure over time as the children of renters became relatively less likely to enter homeownership and more likely to rent privately. This suggests that renters became an increasingly ‘marginalised minority’ in the late twentieth century, with consequences for their children’s housing careers and future social inequality.  相似文献

Children’s environments and their ability to interact with them have impacts upon their well-being and sense of identity. Creation of participatory methodologies for children of all ages and particularly for children under five years of age is a step towards understanding what is necessary to create inclusivity and towards addressing the inequity faced by young children in their environments. This article will draw on data from a research project with an inner-urban local government body in Victoria, Australia, that aimed to support young children’s participation within the local government and the community. These data demonstrate how participatory methods can be used with children under five outside of typical early-childhood institutions; the article also analyses the data in terms of the specific experiences of dependent young children in an urban environment and the related effects on their well-being and mobility.  相似文献

Problem, research strategy, and ­findings: Planning organizations are increasingly using online technologies for public engagement, but there is dispute about their value in enriching public engagement. We explore an interdisciplinary literature on the capability of online participatory tools (OPTs) to respond to the goals of participatory planning. Proponents argue that OPTs can help attract more citizens, engage a more diverse population, disseminate information more broadly, gather local knowledge, and facilitate consensus building. Skeptics argue that OPTs can intensify social injustice and an unequal distribution of power as well as create or exacerbate privacy, security, and data management issues. We critically examine the pros and cons of OPTs, assess their potential role in facilitating public engagement, and provide guidelines for their implementation. These results are time sensitive because of the rapidly changing environment of digital technologies.

Takeaway for practice: There are still many unresolved questions about the benefits of OPTs. Research suggests that they can at times be effective in addressing goals of public participation, such as inclusive planning, consensus building, learning from local knowledge, and mobilizing social action. Their effectiveness depends significantly on implementation, however. Integrating online participation strategies with the overall participation process and other digital infrastructures within the organization may foster their effectiveness. Planners collaborating with formal or informal learning networks or related professionals can facilitate the effective use of OPTs within their own organizations. Additional information is needed on which OPTs are most appropriate in which planning environments, how well OPTs meet a range of major participatory objectives, how to make trade-offs between OPTs and face-to-face methods, and the best managerial structures for ensuring their effective use.  相似文献

ABSTRACT

This work finds its place within Participatory Design (PD) as a specific approach to co-design that focuses on the politics of technological innovation and socio-technical transformations. In particular, the article contributes to the repositioning of co-design in the age of platform capitalism by engaging with the question: how can participatory designers approach interventions for the long-term sustainability of platforms as commons? As the contradictions and limitations of platform capitalism become increasingly evident, to engage with such a challenge is a way to pursue PD’s renewed political agenda. The article foregrounds the concept of platforms as commons to bring designers’ attention towards those platform arrangements which are antithetical to platform capitalism exploitative ones. By building on Free and Open Source Software (FOSS), as a paradigmatic case of platform as commons, the article outlines participation, infrastructure, and governance as relevant perspectives for framing broad areas of sustainability concerns; and it articulates them along four approaches for supporting long-term sustainability in practice: maintaining, scaling, replicating, and evolving. Ultimately, this article provides participatory designers with a map of possible orientations to frame and support their work, research or interventions around the long-term sustainability of platforms as commons.  相似文献

Integrated development plans (IDPs) are municipal strategic plans designed to bring about developmental local government. They have been criticised for providing insufficient space for democratic participation. This paper explores the extent to which a marginalised group—women—has been incorporated into the IDP process, in response to three questions. First, how have IDP participatory processes incorporated women’s voice, and are the new participatory spaces realising their transformative potential? Secondly, how have women’s interests and a gender perspective been mainstreamed in the IDP, and has it promoted transformation? And finally, at the interface between officials and women themselves, how are IDP projects implemented and does agency promote or impede the goals of gender equality? A study of three KwaZulu-Natal municipalities reveals some achievements, but unequal gender relations have not been transformed. These case studies demonstrate some of the complexities and difficulties in the practice of democratic governance.  相似文献

Participatory planning is widely promoted to restore democratic legitimacy and inclusion. Based on interviews in marginalised neighbourhoods in Bogotá and Medellín, Colombia, this paper shows that, while participatory planning can generate neighbourhood upgrades, limited flexibility and participation made citizens feel marginalised and dependent rather than included and empowered. Participants felt discriminated against based on income and challenged expectations of compliance and gratefulness. The potential causes for conflict and misunderstanding highlighted in this paper have relevance for participatory planning strategies that seek to include previously marginalised neighbourhoods and their residents into the social and physical fabric of the city.  相似文献

Abstract

Cross-cultural design practices have begun to rise in prominence, but these practices have infrequently intersected with common user-centred design practices that value the participation and lived experience of users. In this paper, we analyse a shared data-set that documented the efforts of a Scandinavian design team as they designed a co-creation workshop with Chinese consumers. We identified how the design team referred to workshop participants, focusing on how these references implicated the design team’s understanding of Chinese culture. We identified referents to the participants to locate projection of and reflection on participant interaction, and performed a thematic analysis of design and debrief activities to document the team’s articulation and activation of instrumental judgements relating to culture. The team’s instrumental judgements shifted over time, moving from totalising cultural references in the design phase to frequent translator-mediated interactions in the debrief phase. Translators ‘nuanced’ the cultural meanings being explored by the design team, while team members attempted to engage with cultural concerns by ‘making familiar’ these concerns within the context of their own culture. Implications for considering culture as a part of standard user research methods and paradigms are considered, along with practical considerations for foregrounding cultural assumptions in design activity.  相似文献

This article shares outcomes from a year-long participatory planning process – one that brought together children and youth engagement, city planning, campus planning, and a university environmental design course to explore child-friendly, dense and affordable housing for a city of approximately 100,000 residents. This process of engagement asked design students to include youth participation and child-friendly cities as an integrated component of sustainable cities. The article shows varying degrees of transformation, views of children as credible participants, and values gained from the project. Many undergraduates changed their thinking about the role of young people in design processes and outcomes.  相似文献

ABSTRACT

Value in collaborative design research and practice can be understood fundamentally as relationships, materials, processes, contexts, and outcomes that are subjects of and for negotiation. We argue for conceptions of value that move beyond traditional ‘outcomes’ based measurements to reimagine and rearticulate value itself as co-created, emerging from negotiation, relationality and immersion in specific contexts. These understandings of value, we argue, are not rooted in or always knowable through designers’ experiences, even as designers participate in creating them. Using case studies from our research we suggest that value in design collaboration emerges as a question: value to whom, and to what end? We propose that addressing these questions ethically through co-design requires actively engaged, grounded work with collaborators based in three principles: being present for the work, participant making, and co-creating capacity for collaborators to ‘go off and do their thing’.  相似文献

The paper concerns the development of digitally-mediated technologies that value social cooperation as a common good rather than as a source of revenue and accumulation. The paper discusses the activities that shaped a European participatory design project which aims to develop a digital space that promotes and facilitates the ‘Commonfare’, a complementary approach to social welfare. The paper provides and discusses concrete examples of design artifacts to address a key question about the role of co- and participatory design in developing hybrid spaces that nurture sharing and autonomous cooperation: how can co-design practices promote alternatives to the commodification of digitally-mediated cooperation? The paper argues for a need to focus on relational, social, political and ethical values, and highlights the potential power of co- and participatory design processes to achieve this. In summary, the paper proposes that only by re-asserting the centrality of shared values and capacities, rather than individual needs or problems, co-design can reposition itself thereby encouraging autonomous cooperation.  相似文献

ABSTRACT

This paper examines the issue of assessing the value of social design research. It locates the emergence of social design practice and research against a background in which public and social organisations are increasingly bureaucratised as a result of New Public Management and shifts to New Public Governance. Within universities, too, organisational processes and structures require research to demonstrate impact within an audit culture. Through the study presented in this paper, we claim that the bureaucracies found in contemporary academia are ill-equipped to adequately assess generative, impactful, and multi-sited research in which value is co-produced with diverse participants. This presents challenges when attempting to understand the value of social design research. Building on social research and studies of innovation policy, sustainable human-computer interaction and evaluation, we define social design research as inventive, contingent, and political. To address the issue of its evaluation, we propose two-stage social design research. In the first stage, research issues, questions, methods, data, and ‘proto-publics’ are assembled, which reveal the conflicting framings and ways that value is assessed. These are re-assembled in a second stage during which the research is stabilised. The findings have implications for research managers, academics and their partners, and university administrators.  相似文献

Families are increasingly choosing to raise children in the growing number of private, high-rise apartment complexes developed in Australian capital cities. However, most of these developments have been designed for the childless and there are concerns as to how supportive these settings are for young children. This paper explores parents’ experiences of the environment surrounding their high-rise dwellings in an inner-city municipality of Melbourne, Australia using the participatory method, Photovoice. Ten parents photographed elements of their dwellings and environments that had positive or negative impacts on raising young children. Findings indicate that environments surrounding parents’ high-rise dwellings were used on a daily basis, often due to limited space within apartment complexes. However, aspects of this environment were challenging, requiring mutual accommodation between families and their immediate settings. This has implications for policy to ensure the neighbourhoods surrounding high-rise developments in inner-city areas are more child friendly.  相似文献

ABSTRACT

Participatory design has as both its purpose and means, the democratic engagement and empowerment of end-users in design processes. The situation of participatory design, as a unit of analysis, is however, laden with complex power dynamics and interactions amongst participating actants; this contributes to advancing as well as inhibiting both the employment of the means and the achievement of the goals of democratic engagement and empowerment. This paper presents the case of participatory design with a community-based organisation, in the design of technology artefacts for one of their service centres. Using Situational Analysis, a critical qualitative inquiry methodology, the paper unpacks the complex interactions and surfaces the hidden power mechanisms and hegemonic dynamics in the participatory design situation. Further, on the premise that reflection and reflexivity can facilitate critical review, empowerment of users, and self-development in design teams, the paper presents an analysis of the extent to which reflexivity was achieved in the participatory design sessions, and discusses the mechanisms that were employed in this situation to mitigate the identified barriers against democratic engagement and empowerment.  相似文献

Problem, research strategy, and findings: In this study, we analyze why a low-income community failed to meaningfully affect plans for the redevelopment of the Station District in Santa Ana (CA) although they used three avenues to do so: public participation, liberal democracy, and deliberative democracy. The city provided opportunities for public participation but controlled the agenda, effectively preventing residents from reframing the discussion. The liberal democratic electoral system failed residents because many were ineligible to vote, while city council members received campaign contributions from external business interests. Residents did develop extensive deliberative democratic processes that produced collaborative plans; however, these plans were not well incorporated into the official plan. In addition, the city refused to sign a community benefit agreement through which residents could hold the city and developer responsible for the redevelopment plan.

Takeaway for practice: We suggest that planners have an obligation to improve the participatory process by empowering community residents to set the agenda and frame the issues at the local level while addressing the role of corporations in local politics and in campaign finance, and by seeking to achieve elections that more fairly represent spatially segregated public interests. Less-ambitious changes to the public planning process will fail to achieve a balance of power among low-income communities of color, city officials, and those representing private market interests.  相似文献
