Public-sector reform: Lessons from the privatisation experiment in Greece

This paper explores the process of public sector reform in Greece through the lens of privatisation. It is suggested that the transformation of the domestic post-war interventionist state into the current market-oriented paradigm has been disrupted and dependent on changing reform rationales. Along with the effect of historical dynamics on the direction and scale of change, the explanatory power of external determinants of reform is stressed. Findings reflect a direct linkage between the intensity of external pressure and the pace of reforms. The sustainability of gradual privatisation reforms seems more certain than the outcomes of fast-track privatisations under policy conditionality.     

Quantum computation based bundling optimization for combinatorial auction in freight service procurements

Combinatorial auction is a useful trade manner for transportation service procurements in e-marketplaces. To enhance the competition of combinatorial auction, a novel auction mechanism of two-round bidding with bundling optimization is proposed. As the recommended the auction mechanism, the shipper/auctioneer integrates the objects into several bundles based on the bidding results of first round auction. Then, carriers/bidders bid for the object bundles in second round. The bundling optimization is described as a multi-objective model with two criteria on price complementation and combination consistency. A Quantum Evolutionary Algorithm (QEA) with β-based rotation gate and the encoding scheme based on non-zero elements in complementary coefficient matrix is developed for the model solution. Comparing with a Contrast Genetic Algorithm, QEA can achieve better computational performances for small and middle size problems.     

基于灾度辨识的钢闸门巡视检查研究

巡视检查是对钢闸门要点部位开展定期、定点的信息收集,并对警兆信息做出快速辨识和评估的重要内容。应用灾度辨识的警兆信息评估方法,综合钢闸门巡视检查的各类要素信息,明确工程最大隶属的灾度等级(Ⅰ～Ⅴ级),可作为工程日常巡视检查决策的重要软技术手段。     

低觉醒脑电识别与唤醒的可穿戴系统研究

为智能化地识别警戒作业人员出现的低觉醒、注意力下降的生理状态，本文介绍了一种基于FPGA和脑电信号处理的低觉醒状态检测与唤醒系统，系统通过传感器从大脑头皮采集脑电信号，转换为数字信号，经傅里叶变换获取了脑电信号的θ相对能量、α相对能量、重心频率、谱熵等4个特征量，由4个特征量表征低觉醒状态并运用支持向量机对低警戒状态进行识别，当识别出低觉醒状态时采用声音报警模块发出声音，唤醒警戒作业人员。设计系统能够较好地识别出低觉醒状态，识别率达90.8%，可为提高警戒作业工作绩效提供一种可穿戴的智能装备。     

采油树平板闸阀柔性密封圈结构优化设计

为了提高采油树平板闸阀密封圈的密封性能,在泛塞封的基础上,设计一种密封圈本体唇边开有锯齿状凸起的新型柔性密封结构;运用有限元分析方法模拟密封圈的工作状况,分析柔性密封结构特性参数对密封圈密封性能的影响,获得不同柔性密封圈结构参数下密封面间接触应力分布规律,并对新型密封结构进行优化。结果表明:密封面间最大接触应力随唇边锯齿数量、唇边夹角度数的增大而增大,随唇谷夹角度数的增大而减小;新型密封结构选择锯齿数量为3、唇边夹角为20°、唇谷夹角为30°的特性参数时,其最大接触应力比常规Y形密封圈提高了15倍;新型柔性密封结构的密封圈与阀杆、阀盖壁面间接触应力比常规Y形密封圈有显著提高,提高了密封圈的密封性能。     

Challenges in the CO2 emissions of the Turkish power sector: Evidence from a two-level decomposition approach

Decarbonization of the energy system is urgent to avert the disruptions in the climate. Considering its share, the low carbon transition of the power sector is pivotal. Growing electricity demand poses unique challenges for Turkey to enact deep decarbonization. It is vital to uncover the contributing causes of emissions to provide strategic oversight for carbon management activities. This study investigates key drivers of CO₂ emissions from the power sector using the Logarithmic Mean Divisia Index decomposition method. While efficiency improvement contributes to sustainable yet minor mitigation, changes in the fossil-fuel share indicate a cycling but significant overall impact.

大型弧形闸门静力特性有限元分析

以某水电站溢洪道弧形闸门为例,建立了大型弧形闸门的有限元分析模型,应用ANSYS软件对其在各种工况下的支铰反力、闸门应力、位移挠度以及屈曲失稳等静力特性进行了计算分析,为完善闸门结构的设计提供了依据,对同类闸门结构的设计计算有参考意义。
