Inside the adaptive enterprise: an information technology capabilities perspective on business process agility

Recent innovations in utility computing, web services, and service-oriented architectures, combined with a growing array of IT skills, have improved firms’ ability to be more agile in responding to change. Using the resource-based view of the firm, prior research suggests that IT resources, in isolation, are unlikely to yield superior performance and so as firms try to boost their agility, the question becomes how to configure IT resources to prepare for, or react to, change. In this paper, we posit that managerial IT capabilities based on IT-business partnerships, strategic planning, and ex-post IT project analysis lead to the development of technical IT capabilities associated with a flexible IT infrastructure which in turn drives agility or a firm’s ability to react to change in its products and markets. Using data from matched surveys of IT and business executives in 241 firms, we find that managerial and technical capabilities affect agility. In further testing, we reveal that in a stable setting, technical IT capabilities are more important to agility than managerial IT capabilities, while in a dynamic setting, the opposite is true. Thus, for firms operating in volatile markets, effective models of managerial IT governance are essential for delivering superior agility or adaptiveness.

Using digital technologies to redress inequities for English language learners in the English speaking mathematics classroom

This study examined the question, ‘What is the impact of a digital math intervention on secondary ELL students’ mathematical capabilities and perceptions of their future possibilities?’ The hypothesis was that through its direct effect on increasing students’ math ability and its indirect effect on increasing students’ perceived math self-efficacy, the digital intervention affects students’ perceptions of their functionings and future possibilities. A path analysis, with qualitative data nested into the design, was used to analyze the conceptualized relationships. The study was conducted with 50 ninth-and-10th-grade Hispanic students in a Colorado high school, over 6 months. The primary finding was that through its direct effect on increasing students’ math ability and its indirect effect on increasing students’ perceived math self-efficacy, the digital intervention improved students’ perceptions of their functionings and future possibilities. What this study specifically underscores is the importance of taking a coherent and purposeful approach toward the design of digital student-directed educational technology, especially for ELL students who may have specific learning needs.

水资源短缺是北京市经济社会可持续发展的瓶颈,最严格水资源管理制度是缓解水资源短缺严峻形势的必由之路。在缺水形势深化的现实情况下,亟需对北京市现有水资源管理制度进行分析和讨论。通过梳理北京市水资源管理体制、总量管理、节约用水管理、水环境管理等制度现状,总结出当前在管理机制、政策法规及管理能力方面存在的不足,进一步提出了加强水资源统一管理、完善水资源管理法规体系、健全规划水资源论证及加强水资源信息化建设等改进建议。     

Decrease of force capabilities as an index of upper limb fatigue

The aim of the study was to assess upper limb fatigue on the basis of the force change index (FCI), which expresses changes in developed force, and to demonstrate that this index differentiates muscle fatigue of the upper limb depending on external load. The study was performed on ten young men in 12 conditions of external load. Ten conditions characterized repetitive work in a two-period cycle, in which both or one of the periods were loaded, and two conditions characterized continuous work with constant load. The participants tried to maintain hand-grip force at an imposed level during a determined time in the standard upper limb posture. Changes in values of recorded force exerted during successive cycles were approximated by a regression function. In most cases there was a strong correlation between the measurement data and the logarithmic regression curve. However, several cases of lower external load showed absence of such correlation. In 75% of the cases, there were statistically significant differences between the values of FCI calculated for individual conditions of external load. That means that FCI not only expresses muscle fatigue quantitatively but also points to the differences in upper limb fatigue resulting from differences in the external load. The study results have shown that the developed index (FCI) can be applied for fatigue assessment and discrimination with a more sophisticated model of a repetitive task than just a simple two-period work and rest model.     

解决多约束QoS组播路由问题的遗传算法

基于多种约束的QoS组播路由选择优化是当前通信网络中的一个重要问题，尽管有许多文献利用遗传算法解决这类问题，但仍然存在着收敛速度与全局收敛性之间的矛盾以及编解码难度大等问题。针对以上问题，提出了一种改进的遗传算法，通过采用预处理机制、特殊的树结构编码和合理的交叉变异策略，大大简化了编解码操作，并在全局收敛的基础上提高了算法的收敛速度。仿真表明，算法性能得到明显提高。     

企业竞争能力评估的灰靶分析--中国5家保险公司1999-2002年的一个实证

从创新评价、绩效评价和客户评价三个方面选取8项指标,以建立保险公司竞争力评估指标体系,并对其极性进行定义;用国内5家寿险公司2002年有关指标数据作为横截面数据,进行灰理论的靶心度分析,计算出排序情况.依此,分别得出1999年至2002年的基本情况.实证分析的结果显示,对于保险公司而言,规模大小与竞争力强弱并非正相关.
