Drawing on and developing Kingdon’s multiple streams analysis, this article examines the development of one aspect of the UK’s low cost home ownership programme: shared ownership. We demonstrate how key human and non-human policy entrepreneurs were able to set the agenda from 1973–1983 in favour of shared ownership; they neutralized the alternatives, while retaining some of their instruments; and solved a number of early problems by bringing key players into the programme. Our data-sets include a range of archival material and elite interviews. The policy entrepreneurs included John Stanley (who was the housing minister in the First Thatcher government), the National Federation of Housing Associations, and the Building Societies Association. Our development of the multiple streams analysis is to argue that documents, including the lease, act as policy entrepreneurs in their own right. The lease was central to the development of shared ownership and its transformation into a model lease enrolled other organizations, most critically the building societies.  相似文献

Abstract

Savings have long been an essential source of funding for credit. Whether in Europe, North America, Africa, Asia or Latin America, community-based financial institutions have relied on deposits to make financial services accessible to moderate-income borrowers. Despite the foundational role savings and loans have had in financial sector development, emerging markets have largely overlooked the important role these institutions can have in providing shelter credit in their own contexts. Savings and Credit Cooperative Organisations (SACCOs) in the Republic of Kenya illustrate the potential model for deposit-based lending to deliver housing finance for many of the country’s underserved prospective borrowers. This study draws upon the experiences of several savings and loan associations in the industrialized world with applications towards improving the Kenyan SACCO model that provides the most extensive credit union loans on the African continent. The article concludes community finance institutions merit strong consideration towards helping overcome the housing finance sector underdevelopment too often experienced in the developing world.  相似文献

In an era of population ageing, the primary home is increasingly viewed as a personal resource that can perform a pension role in retirement. This article assesses the extent to which Australians aged 45 years and over withdraw housing equity through in situ mortgage equity withdrawal (MEW), downsizing and selling up. We find that the incidence of housing equity withdrawal has increased over the last decade despite a global financial crisis. MEW is the dominant form of equity release among those under pension age, while downsizing or selling up is more frequent among those above pension age. Downsizing and selling up are more likely to be prompted by adverse life events than MEW. Selling up is typically an option of last resort. Our findings offer insights into important debates around homeownership societies and the welfare role performed by owner-occupied housing in mid-to-late life.  相似文献

ABSTRACT

Northwest Arkansas planning policies, like a number of communities across the country, have identified goals working toward more sustainable, livable, and subsequently denser development patterns. However, the understanding of residents’ perceptions of such living arrangements is limited. This study provides a more nuanced understanding of Northwest Arkansas residents’ spatial preferences through a survey of residents’ preferences for private amenities and their trade-off with various spatial densities and patterns in support of sustainability. Results of the survey indicate a preference for, and experience with, single-family residential living arrangements and amenities, with the preponderance (80%) of survey respondents currently living in single-family housing. There is a preference for low-density neighborhoods even if it means sacrificing other amenities. This study is in alignment with previous research suggesting that people may learn to prefer where they live. Additionally, while the majority of survey respondents indicated a preference for communal greenspaces, renters are more likely to prefer communal greenspaces when compared to homeowners. This study indicates that attached, multi-family development and renter development in Northwest Arkansas should consider the provision of communal green spaces, walkable access to transit, and walkable access to services as desired amenities for those residents.  相似文献

在家园感普遍缺失的当代社会,住宅提供的经济性、住区功能的完备性、良好的视觉效果都无法弥补这一缺失的遗憾。传统院落住宅由于具备成为原型的特征,因而成为本文的考察对象,试图超越院落的形式表象挖掘出院落与居住生活相契合的本质形态。在原型剖析过程中发现“孤独而非寂寞”的具体化感受——安全感、舒畅感、群体感以及对应的空间组织方式,对其在现代居住环境的应用可能性研究揭示了四个应引起重视的方面——能够保证私密性的空间、接近住宅的交往空间、交通流与交往空间的结合、套型内的院落。  相似文献

Because the indoor mold Stachybotrys chartarum has been considered as potentially responsible for serious health effects, its identification in dwellings with water damages is of utmost importance. As such dwellings are many, it would be of great value to have a simple and reliable index for predicting its presence. The aim of the study was to compare measurements of wall relative humidity (RH) to mold identification in 458 samples from 100 dwellings. Mold identification was performed by direct microscopic examination of a sample collected on the wall by the gummed paper technique. Mean (+/- s.d.) wall RH (%) was much higher (97.0 +/- 6.1) on the 30 samples where S. chartarum was identified compared with the 291 samples where other molds were identified (41.8 +/- 36.9) and to the 137 samples where no molds were identified (38.9 +/- 34.8). There was no straightforward relationship between wall and room RH. In conclusion, this study clearly demonstrate that the simple measurement of wall RH can be used as a reliable index for discarding and suspecting S. chartarum infestation in dwellings. PRACTICAL IMPLICATIONS: This paper suggests that very high relative humidity (RH) within walls is a strong risk factor for their infestation with the 'toxic mold' Stachybotrys chartarum. Besides, data from the literature demonstrate that other molds are able to produce mycotoxins when RH is very high. Thus, measurement of wall RH, which is easy to perform and very cheap, could be used as a screening tool to select those dwellings where mold identification should be performed and remediation should be promptly carried out.  相似文献

Should housing improvement be part of economic development strategies? Must housing improvement wait until high-economic growth is attained? How much priority should be given to housing in view of the limited resources in less-developed countries? What are housing benefits in economic development vis-à-vis other economic investments? These questions have generated heated debates, both in the literature on development problems and in planning and practice in the 1950s and 1960s. This paper draws on the accumulated body of knowledge resulting from past experiences in research and policy to revisit the earlier debates, survey the main lines of argument and reassess the economic potential of housing. It then attempts to generate broad policy considerations. The main contention of this paper is that in light of past and present evidence, the housing sector needs to be given serious consideration in economic growth strategies.  相似文献
