国家的侵权行为造成相对人的精神损害应当承担赔偿责任是当今世界国家赔偿制度的发展潮流与趋势.确立精神损害的国家赔偿责任对社会公平正义的实现、人权的保护及促使国家公职人员依法行使职权具有重大的意义,因而应在基于我国国情的基础上,构建我国的精神损害国家赔偿制度.     

Introduction of a nonlinearity measure for principal component models

Although principal component analysis (PCA) is an important tool in standard multivariate data analysis, little interest has been devoted to assessing whether the underlying relationship within a given variable set can be described by a linear PCA model or whether nonlinear PCA must be utilized. This paper addresses this deficiency by introducing a nonlinearity measure for principal component models. The measure is based on the following two principles: (i) the range of recorded process operation is divided into smaller regions; and (ii) accuracy bounds are determined for the sum of the discarded eigenvalues. If this sum is within the accuracy bounds for each region, the process is assumed to be linear and vice versa. This procedure is automated through the use of cross-validation. Finally, the paper shows the utility of the new nonlinearity measure using two simulation studies and with data from an industrial melter process.     

Sandia National Laboratories Validation Workshop: Structural dynamics application

This article specifies a virtual structural dynamic subsystem and some systems, as well as mathematical models that approximately simulate them. The purpose is to define a setting for model validations conceived by participants in the Sandia National Laboratories Validation Workshop. Some broad guidelines for the model validations are set, as well as a regulatory requirement to be satisfied by the target system. Participants are directed to present techniques for subsystem model validation, to analytically predict whether or not the regulatory requirement will be met, and to estimate the likelihood of accuracy of the prediction.

形状记忆聚氨酯的结构与性能研究

以 2 ,4 -甲苯二异氰酸酯 (2 ,4 -TDI)、不同分子量的聚己二酸丁二醇酯 (PBAG)和 1,4-丁二醇 (BDO)为原料合成了具有形状记忆功能的聚氨酯材料。通过DSC、弯曲实验和力学实验 ,研究了形状记忆聚氨酯的性能 ,发现软段高度结晶和硬段聚集形成硬段微区是其具有较好形状记忆性能的必要条件。

The Flynn Effect and U.S. Policies: The Impact of Rising IQ Scores on American Society Via Mental Retardation Diagnoses.

Over the last century, IQ scores have been steadily rising, a phenomenon dubbed the Flynn effect. Because of the Flynn effect, IQ tests are periodically renormed, making them harder. Given that eligibility for mental retardation (MR) services relies heavily on IQ scores, renormed tests could have a significant impact on MR placements. In longitudinal IQ records from 9 sites around the country, students in the borderline and mild MR range lost an average of 5.6 points when retested on a renormed test and were more likely to be classified MR compared with peers retested on the same test. The magnitude of the effect is large and affects national policies on education, social security, the death penalty, and the military. This paper reports the perceptions of professionals as they relate to IQ score fluctuations in normal, borderline, and/or MR populations.
