Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management.  相似文献

A mathematical analysis of arcing phenomenon is presented as related to fire. It is shown that arcing has a great destructive power while a short circuit has not. Experimental results are also given. Note: Dr. Béland, ing., is a Professor of Electrical Engineering at the University of Sherbrooke, Sherbrooke, Quebec, Canada, and conducts research on fire, particularly fires of electrical origin.  相似文献

There are two approaches to mining text form online repositories. First, when the knowledge to be discovered is expressed directly in the documents to be mined, Information Extraction (IE) alone can serve as an effective tool for such text mining. Second, when the documents contain concrete data in unstructured form rather than abstract knowledge, Information Extraction (IE) can be used to first transform the unstructured data in the document corpus into a structured database, and then use some state-of-the-art data mining algorithms/tools to identify abstract patterns in this extracted data. Wild-type Arabidopsis plants, the starch-deficient mutant TL46, and the near-starchless mutant TL25 were evaluated by noninvasive in situ methods for their capacity for net CO2 assimilation, true rates of photosynthetic O2 evolution (determined from chlorophyll fluorescence measurements of photosystem II), partitioning of photosynthate into sucrose and starch, and plant growth. Compared with wild-type plants, the starch mutants showed reduced photosynthetic capacity, with the largest reduction occurring in mutant TL25 subjected to high light and increased CO2 partial pressure. The extent of stimulation of CO2 assimilation by increasing CO2 or by reducing O2 partial pressure was significantly less for the starch mutants than for wild-type plants. Under high light and moderate to high levels of CO2, the rates of CO2 assimilation and O2 evolution and the percentage inhibition of photosynthesis by low O2 were higher for the wild type than for the mutants. The relative rates of 14CO2 incorporation into starch under high light and high CO2 followed the patterns of photosynthetic capacity, with TL46 showing 31% to 40% of the starch-labeling rates of the wild type and TL25 showing less than 14% incorporation. Overall, there were significant correlations between the rates of starch synthesis and CO2 assimilation and between the rates of starch synthesis and cumulative leaf area. These results indicate that leaf starch plays an important role as a transient reserve, the synthesis of which can ameliorate any potential reduction in photosynthesis caused by feedback regulation.  相似文献

Abnormal cell adhesion is an important contributing factor in invasion and metastasis. Here, we show that morphologically 'normal' cell-cell and cell-substratum adhesion can be restored to a poorly differentiated carcinoma cell line by activation of protein kinase C (PKC). This cell line, VACO 10MS, grows as multicellular aggregates loosely attached to the substratum. The phorbol ester 12-O-tetradecanoylphorbol-13-acetate (TPA, 7.5 nM) induces rapid adhesive changes with 2 components. First, within 15 min of TPA the cells become closely apposed, an event resembling the 'compaction' seen in the mouse early embryo. Next, over 2 hr, the cells spread, forming a monolayer. We show that compaction depends on extracellular calcium, E-cadherin-mediated adhesion and F-actin but not on protein synthesis, microtubules or substratum adhesion. By contrast, cell spreading is independent of cadherin and extracellular Ca2+ but involves the formation of focal contacts containing alpkha(v) integrin. TPA treatment causes rapid translocation of PKC-alpha to the insoluble fraction. During compaction, actin- and PKC-alpha-containing lamellae form over the entire aggregate surface, those adjacent to the substratum appearing to initiate spreading. Compaction does not involve increased phosphorylation of the cadherin/catenin complex. We conclude that activation of PKC-alpha restores 'normal' morphology to these poorly differentiated cells. Our results are of general interest in relation to the regulation of cell adhesion and, through further investigation, may lead to identification of novel targets for therapeutic suppression of invasion and metastasis.  相似文献

This study aimed to investigate which abilities are measured by the Austin Maze. One hundred and eight university students were administered a battery of eight neuropsychological tests including, the Austin Maze, the Tower of London, the Wisconsin Card Sort Test, Block Design, the Visual Spatial Learning Test, Digit Span Backwards, the Brown-Peterson Task and the Wide Range Achievement Test of Reading. Results indicated that visuospatial ability and memory both significantly contributed to performance on the Austin Maze, but differed in the degree to which they explained the performance depending on which measure of maze performance was employed. It appears that visuospatial ability is measured in early trials of the Austin Maze when individuals are orienting themselves to the path. In later trials individuals must call upon visuospatial memory to consolidate the details of the path. Executive function and working memory were not found to be significantly implicated in performance on the Austin Maze.  相似文献

Refurbishment of steady state tokamak (SST-1) primarily focused at addressing the issues and bottle-necks involving various subsystems of SST-1 as observed during earlier commis- sioning attempts, have progressed significantly. Under the refurbishment spectrum, all joints in the superconducting magnet system have been re-fabricated as low DC leak tight joint resistances, all toroidal field (TF) magnets have been equipped with 5 K radiation shields on the inner side and successfully tested for their rated parameters in cold under nominal currents, all vessel sectors and modules have been baked and tested under representative conditions, supporting helium and ni- trogen cryogenic facilities have been made > 99% reliable in various envisaged operating scenarios of SST-1. The reassemblies of the critical subsystems of the SST-1 machine shell have progressed aggressively and are nearing completion. Auxiliaries such as the baking facility for the vacuum vessel and first wall components, current leads assembly distributions, synchronized timing sys- tem, reliable data acquisition and plasma control systems as well as essential diagnostics have also been readied towards the first plasma. A detailed engineering validation of the assembled SST-1 machine shell including field error measurements has been planned prior to first plasma attempts.  相似文献
