Wavelength-tunable 40-GHz picosecond harmonically mode-locked fiber laser source

We demonstrate a novel 40-GHz mode-locked fiber laser that utilizes a single active device to provide both gain and mode-locking. The laser produces pulses as short as 2.2 ps, is tunable over a 27-nm band centered at 1553 nm, and exhibits long-term stability without cavity-length feedback control. The pulse train at 1556 nm was used in a 40-Gb/s transmission experiment over 45 km with a low 0.4-dB power penalty.     

Multi-input,multi-output flight control system design for the YF-16 using nonlinear QFT and pilot compensation

Nonlinear quantitative feedback theory (QFT) and pilot compensation techniques are used to design a 2 × 2 flight control system for the YF-16 aircraft over a large range of plant uncertainty. The design is based on numerical input-output time histories generated with a FORTRAN implemented nonlinear simulation of the YF-16. The first step of the design process is the generation of a set of equivalent linear time-invariant (LTI) plant models to represent the actual nonlinear plant. It has been proven that the solution to the equivalent plant problem is guaranteed to solve the original nonlinear problem. Standard QFT techniques are then used in the design synthesis based on the equivalent plant models. A detailed mathematical development of the method used to develop these equivalent LTI plant models is provided. After this inner-loop design, pilot compensation is developed to reduce the pilot's workload. This outer-loop design is also based on a set of equivalent LTI plant models. This is accomplished by modelling the pilot with parameters that result in good handling qualities ratings, and developing the necessary compensation to force the desired system responses.     

Image processing using cellular neural networks based on multi-valued and universal binary neurons

Multi-valued and universal binary neurons (MVN and UBN) are the neural processing elements with the complex-valued weights and high functionality. It is possible to implement an arbitrary mapping described by partially defined multiple-valued function on the single MVN. An arbitrary mapping described by partially defined or fully defined Boolean function, which can be non-threshold, may be implemented on the single UBN. The quickly converging learning algorithms exist for both types of neurons. Such features of the MVN and UBN may be used for solving the different problems. One of the most successful applications of the MVN and UBN is their usage as basic neurons in the Cellular Neural Networks (CNN). It opens the new effective opportunities in nonlinear image filtering and its applications to noise reduction, edge detection and solving of the super resolution problem. Pancultural self-enhancement.

The culture movement challenged the universality of the self-enhancement motive by proposing that the motive is pervasive in individualistic cultures (the West) but absent in collectivistic cultures (the East). The present research posited that Westerners and Easterners use different tactics to achieve the same goal: positive self-regard. Study 1 tested participants from differing cultural backgrounds (the United States vs. Japan), and Study 2 tested participants of differing self-construals (independent vs. interdependent). Americans and independents self-enhanced on individualistic attributes, whereas Japanese and interdependents self-enhanced on collectivistic attributes. Independents regarded individualistic attributes, whereas interdependents regarded collectivistic attributes, as personally important. Attribute importance mediated self-enhancement. Regardless of cultural background or self-construal, people self-enhance on personally important dimensions. Self-enhancement is a universal human motive. Toward auto-scheduling compilers

In this paper we propose a general framework for compiling, scheduling, and executing parallel programs on parallel computers. We discuss important aspects of program partitioning, scheduling, and execution, and consider possible realistic alternatives for each issue. Subsequently we propose a possible implementation of an auto-scheduling compiler and give simple examples to illustrate the principles. A study of suspended roofs for near-source seismic motions

The non-linear behavior of multi-suspended roof systems for seismic loads is studied. The study is based on a formulation that can be easily employed for a preliminary design of multi-suspended roofs subjected to seismic loads. Specifically, applying Lagrange’s equations, the corresponding set of equations of motion for discrete models of multiple suspension roofs is obtained and numerical integration of the equations of motion is performed via the Runge–Kutta scheme. For representative realistic combinations of geometric, stiffness and damping parameters, a non-linear analysis is employed to study the behavior of suspended roofs for near-source and far-field seismic motions. The analysis demonstrates that: (i) code-specified design loads could dramatically underestimate the response of suspended roofs subjected to near-source ground motions and (ii) flexible roofing systems are greatly affected by near-source ground motions, a behavior that is not observed for stiff systems.     

An overview of web accessibility in Greece: a comparative study 2004–2008

This communication reports on the results of a web accessibility audit of public Web sites in Greece. The audit was conducted in 2008 by the Human Computer Interaction Laboratory of the Institute of Computer Science of FORTH, in its capacity as the Greek National Contact Centre of the European Design for All e-Accessibility Network. In an earlier e-Accessibility study in 2004, that evaluated approximately 250 public and commercial Web sites in Greece, 73% of the sample failed to meet the most basic requirements for web accessibility (). Four years later, in the context of a re-audit, a similar sample was examined for compliance with the same web accessibility standard (WCAG 1.0), as set by the Web Accessibility Initiative of the World Wide Web Consortium. The accessibility checks were conducted during the period from March to September 2008. A comparison of the results indicates that although new web development technologies may have been employed, instead of improving the overall status of e-accessibility, this has resulted in a serious deterioration in overall accessibility levels. Such findings—85% of sites failed to comply with Level A—suggest that Greek Web sites are likely to present even more significant access barriers to people with disability than in the past. As Web Accessibility is poorly understood and, until today, new platforms have failed to deliver products that conform to WCAG, the need emerges for a concrete legislative framework to set accessibility specifications for all public Web sites in Greece.     

A framework for weighted fusion of multiple statistical models of shape and appearance

This paper presents a framework for weighted fusion of several active shape and active appearance models. The approach is based on the eigenspace fusion method proposed by Hall et al., which has been extended to fuse more than two weighted eigenspaces using unbiased mean and covariance matrix estimates. To evaluate the performance of fusion, a comparative assessment on segmentation precision as well as facial verification tests are performed using the AR, EQUINOX, and XM2VTS databases. Based on the results, it is concluded that the fusion is useful when the model needs to be updated online or when the original observations are absent     

The Effectiveness of Early Head Start for 3-Year-Old Children and Their Parents: Lessons for Policy and Programs.

Early Head Start, a federal program begun in 1995 for low-income pregnant women and families with infants and toddlers, was evaluated through a randomized trial of 3,001 families in 17 programs. Interviews with primary caregivers, child assessments, and observations of parent-child interactions were completed when children were 3 years old. Caregivers were diverse in race-ethnicity, language, and other characteristics. Regression-adjusted impact analyses showed that 3-year-old program children performed better than did control children in cognitive and language development, displayed higher emotional engagement of the parent and sustained attention with play objects, and were lower in aggressive behavior. Compared with controls, Early Head Start parents were more emotionally supportive, provided more language and learning stimulation, read to their children more, and spanked less. The strongest and most numerous impacts were for programs that offered a mix of home-visiting and center-based services and that fully implemented the performance standards early.
