Object-oriented H.263 compatible video coding platform forconferencing applications

This paper describes a prototype video coding platform meant for the conception and testing of multimedia products such as next-generation videophones. The platform is largely based on ITU-T Recommendation H.263, with a number of additional object-oriented quality enhancement features which make it especially well suited for very low bit-rate coding of “head-and-shoulders” video material typical of real-time multimedia applications, video teleconferencing, and video telephony. These features consist of: (1) segmentation into objects of interest, (2) segmentation-based prefiltering, (3) model-assisted rate control, (4) adaptive vector quantization, and finally (5) segmentation-based postfiltering. In the spirit of Recommendation H.263, these enhancements are modular and can be selectively turned on or off, thereby enabling a wide variety of coding modes     

Finding cyclic redundancy check polynomials for multilevel systems

This letter describes a technique for finding cyclic redundancy check polynomials for systems for transmission over symmetric channels which encode information in multiple voltage levels, so that the resulting redundancy check gives good error protection and is efficient to implement. The codes which we construct have a Hamming distance of 3 or 4. We discuss a way to reduce burst error in parallel transmissions and some tricks for efficient implementation of the shift register for these polynomials. We illustrate our techniques by discussing a particular example where the number of levels is 9, but they are applicable in general     

The effects of surface elasticity and surface tension on the transverse overall elastic behavior of unidirectional nano-composites

The effects of surface elasticity and surface tension on the transverse overall behavior of unidirectional nano-scale fiber-reinforced composites are studied. The interfaces between the nano-fibers and the matrix are regarded as material surfaces described by the Gurtin and Murdoch model. The analysis is based on the equivalent inhomogeneity technique. In this technique, the effective elastic properties of the material are deduced from the analysis of a small cluster of fibers embedded into an infinite plane. All interactions between the inhomogeneities in the cluster are precisely accounted for. The results related to the effects of surface elasticity are compared with those provided by the modified generalized self-consistent method, which only indirectly accounts for the interactions between the inhomogeneities. New results related to the effects of surface tension are presented. Although the approach employed is applicable to all transversely isotropic composites, in this paper we consider only a hexagonal arrangement of circular cylindrical fibers.

Pricing a product or service for less can improve the bottom line in some situations. Businesses blend cost accounting and key business revenue drivers, along with the marketing loss leader concept. This blending can be especially important during slow business periods.

Many organizations improve their financial position for off peak periods by trying to maximize their contribution margin at off peak. They are willing to accept less profit or even a loss at off peak demand. They want to minimize their losses at off peak demand.     

Optimal control and geodesic flows

In this paper we analyze and generalize, from the point of view of the maximum principle, a class of nonlinear optimal control problems originally introduced in Brockett (1994). The optimal control problems discussed here lie on the adjoint orbits of compact Lie groups or on Grassmann manifolds and the structure of the equations that arise depends on the metric used - the so-called normal metric. We consider some special cases of the general problem and their meaning from the point of view of Riemannian geometry and Hamiltonian mechanics.     

Recombinant rat surfactant-associated protein D inhibits human T lymphocyte proliferation and IL-2 production

Components of the airspace-lining material may contribute to the local regulation of immune function within the lung. We report here that recombinant rat pulmonary surfactant-associated protein D (SP-D) inhibits the lectin- and anti-CD3-stimulated proliferation of human PBMCs. Inhibition was associated with a decreased production of IL-2, and the addition of human rIL-2 blocked the inhibitory action of SP-D. These effects were not inhibited by maltose, indicating that the inhibitory activity was not dependent upon the lectin activity of SP-D. Studies employing mutant SP-D lacking N-linked sugars or defective in multimerization further indicated that inhibition was not dependent upon cellular interactions with the N-linked oligosaccharide on SP-D or the oligomerization of trimeric SP-D subunits. Although a peptide containing an inverted DGR showed similar IL-2-dependent effects on anti-CD3-stimulated proliferation, deletion of the conserved DGRDGR sequence near the amino-terminal end of the collagen domain did not decrease the suppressive activity of SP-D. We hypothesize that SP-D can dampen lymphocyte responses to exogenous stimuli and protect the lung against collateral immune-mediated damage.
