The implementation of the EU Floods Directive by water authorities across Europe has generated a lack of consistency in the present situation, especially regarding the scales adopted, the hydrological scenarios and the elements represented on flood hazard and risk maps. From the EU-funded project HYTECH, this article presents a general overview of Floods Directive implementation in eight European countries, highlighting the differences between them, with particular attention to flood hazard maps. For the implementation cycle that started at the beginning of 2016, a minimization of such differences is necessary in order to manage flood risk in a better and more integrated way.  相似文献

In semi-arid regions, aquifers provide a series of practical advantages that make them preferential sources of water supply. In Spain, groundwater meets about one-fifth of the total water demand and is used to irrigate over one-third of the total irrigated land. This article examines groundwater use in Spain from the perspective of the EU Water Framework Directive. Analysis of different sector uses suggests that core problems (and solutions) related to groundwater lie in agricultural uses and that the Directive's environmental requirements remain distant from reality on the ground, where economic, political and social reasons prevail on legal obligations set by national and supranational authorities.  相似文献

The European Directive on computer work (VDU 90/270/EEC) is implemented in the Finnish Government Decree. The aim of the present study was to evaluate the effects of the legislation and its applications in practice. The quantitative method used an online questionnaire. The respondents were employers (N = 934), employees (N = 1872) and occupational health care (OHC) units (N = 289). The majority of all these three groups considered the provisions clear and easy to understand, comprehensive, and easy to comply with. The provisions had a great impact on preventing mental overloading, arranging sight tests at the employer's cost, and on the refunding of eyeglasses for computer work. Most employers felt they did not need any more specific provisions, whereas half of the employees and OHC professionals would have liked the provisions to be more detailed. More explicit and specific regulations were also needed for practice applications in particular, as well as for the refunding of the costs of special eyeglasses for computer work. A total of 59% of the employers reported that costs of glasses are refunded, whereas the figure for employees was clearly lower (37%). OHC professionals reported that the costs of glasses were refunded in 82% of their customer workplaces. The practical conclusion is that employees' sight examinations and compensation for eyeglasses should be promoted in computer work. Moreover, ergonomic applications are best carried out in co-operation with OHC personnel.  相似文献

The European Community Bathing Water Directive (European Parliament, 2006) set compliance standards for bathing waters across Europe, with minimum standards for microbiological indicators to be attained at all locations by 2015. The Directive allows up to 15% of samples affected by short-term pollution episodes to be disregarded from the figures used to classify bathing waters, provided certain management criteria have been met, including informing the public of short-term water pollution episodes. Therefore, a scientifically justifiable discounting limit is required which could be used as a management tool to determine the samples that should be removed. This paper investigates different methods of obtaining discounting limits, focusing in particular on extreme value methodology applied to data from Scottish bathing waters. Return level based limits derived from threshold models applied at a site-specific level improved the percentage of sites which met at least the minimum required standard. This approach provides a method of obtaining limits which identify the samples that should be removed from compliance calculations, although care has to be taken in terms of the quantity of data which is removed.  相似文献

Ten years ago plans were made to reduce the phosphorus load from sewage-treatment works' effluents into the River Thames. This was driven by the EC Urban Wastewater Treatment Directive in relation to sensitive areas (eutrophic). Modelling work identified the most significant loads to tackle first. Phosphorus removal had been commissioned at 36 works by 2003. The orthophosphate load to the River Thames from these works has reduced from 5755 to 688 kg P/day. The impact of the improvement programme on the quality of the river was assessed by comparing pre- and post-investment data. Orthophosphate concentrations in the river have reduced from between about 0.5 and 2 mg P/L to 0.2 and 0.4 mg P/L. These observations match the model predictions. Chlorophyll a concentrations in the river have also reduced. This was unexpected given that the orthophosphate concentrations still exceed the values thought to be limiting for algal growth.  相似文献

Colour aerial photography and multi‐spectral imagery acquired from airborne platforms for the River Tummel, Scotland, was used in conjunction with field survey to assess the feasibility of monitoring hydromorphology and human alteration within the river corridor. The study was undertaken to investigate the possibility of remotely sensing the physical status of a nation's rivers at the national scale to comply with the requirement of the European Water Framework Directive. Visual assessment and unsupervised and supervised automated classifications of the imagery were undertaken and compared with field survey data. In the absence of overhanging vegetation canopies most features above the water line of interest were visible on the imagery. Below the water line, morphology and substrate composition together with bank materials on vertically cut banks are less easily detected. The overall accuracy of automated classification procedures, compared to field survey, was 60% for the colour aerial photography and 68% for the multi‐spectral imagery. Supervised classification was superior to unsupervised classification procedures. Sun glint on water surfaces and shadows caused by high banks, trees and buildings were observed as the cause of most misclassification of features. Overall, the study demonstrates that remotely sensed digital imagery has the potential to allow panoptic mapping of river hydromorphology and human impacts. The possibilities and constraints, in light of the findings of this study, are discussed. In the context of new legislation which requires environmental protection agencies to have robust tools for monitoring the physical status, as part of meeting the objective of good ecological status, of rivers across an entire nation, remote sensing appears to provide a way forward. It is now well accepted that although biotech inventions may relate to living materials it is possible to secure patent protection for all but a limited number in certain defined categories. The author traces the development of biotech patents from the early days, when decisions of the Courts and the EPO set the necessary precedents, to the adoption of the European Directive in July 1998. He then goes on to explain in more detail the key features of the Directive and refers to a number of precedent decisions which, in combination with the Directive, show how certain problem areas have been tackled. Although emphasis is placed on the key areas of plant and animal patents, the patenting of gene sequences and issues of morality the author stresses that the established principles of novelty, inventive step and industrial application are, more often than not, adequate to decide the patentability of the vast majority of biotech inventions.  相似文献

Directives and policies increasingly call for more integrated management of land and water. Frameworks such as integrated catchment management may address these calls, and yet their implementation requires decisions to be taken under conditions of extreme complexity and uncertainty. This paper summarises a participatory framework through which decision‐makers, experts and system modellers can collaboratively develop an integrated model to support such decisions. A feasibility study showed the potential of the framework. An operational version of the model, able to analyse the effects of 50 management options on 20 indicators, is estimated to require in the order of 225 man‐months from system modellers, alongside substantial inputs from stakeholders. The significant technical challenges confronting such an exercise may be overshadowed by the institutional challenges, including the fundamental question of whether organisations are truly committed. However, the reward for overcoming such challenges is the opportunity to achieve genuine improvements in the social, economic and environmental quality of our catchments.  相似文献
