Issues and Techniques in Networked-Based Distributed Healthcare: Overview

For telemedicine to reach its potential in the Internet2 environment,significant progress must be made in a number of areas. The emergingtelecommunications will include the Internet2 between medicalinstitutions and emerging broadband loop and wireless technologiesfor interconnections to homes. Within the technical environment,problems that must be addressed include the development of robotic-controlled,remote-monitoring devices unique to the various medical specialties;the encoding, transmission, and decoding of raw data specificto the specialized needs of various medical application areas;and the reduction of data for storage and retrieval in patientrecords. Institutionally, human factor and information accessissues with respect to physicians, patients, and non-physicianhealthcare providers must be addressed; healthcare insuranceprovider policies, government regulation, and state licensinglaws must be adapted for a new paradigm of healthcare delivery;and the philosophy of capital investment for the delivery ofhealthcare must be revised.Many current practiceswill be supplanted by home healthcare alternatives, the use ofpatient-initiated preventive healthcare initiatives, and remote-clinicactivity. These applications will result in central record archivingsystems; the need for encryption schemes, virus protection, andvandalism protection; extensive, additional connectivity betweenhealthcare providers and professionals; and new commercial playersin the healthcare arena.The hot applicationareas will include women's health, children's health, healthcarefor senior citizens, home healthcare, well-patient monitoring,and early-detection of medical problems.     

Suitability of VVC and HEVC for Video Telehealth Systems

Video compression in medical video streaming is one of the key technologies associated with mobile healthcare. Seamless delivery of medical video streams over a resource constrained network emphasizes the need of a video codec that requires minimum bitrates and maintains high perceptual quality. This paper presents a comparative study between High Efficiency Video Coding (HEVC) and its potential successor Versatile Video Coding (VVC) in the context of healthcare. A large-scale subjective experiment comprising of twenty-four non-expert participants is presented for eight different test conditions in Full High Definition (FHD) videos. The presented analysis highlights the impact of compression artefacts on the perceptual quality of HEVC and VVC processed videos. Our results and findings show that VVC clearly outperforms HEVC in terms of achieving higher compression, while maintaining high quality in FHD videos. VVC requires upto 40% less bitrate for encoding an FHD video at excellent perceptual quality. We have provided rate-quality curves for both encoders and a degree of overlap across both codecs in terms of perceptual quality. Overall, there is a 71% degree of overlap in terms of quality between VVC and HEVC compressed videos for eight different test conditions.

performance Evaluation of IPv4/IPv6 Networks for Ubiquitous Home-Care Service

Because of rapid development in network technology,Internet usage has become widespread.It allows users with sensing devices to obtain medical data for healthcare,such as physiological signals,voice,and video streams from telemedicine systems,and to send the healthcare data to back-end database systems,creating a ubiquitous healthcare environment.However,this environment requires a widespread and suitable network.IPv6(Internet protocol version 6) is the next-generation Internet protocol that will be the protocol of future networks;it improves many shortcomings of IPv4.In this paper,we propose an IPv6/IPv4 U-home-care test system and analyze the network’s parameters though a series of tests by adjusting network parameters to find the optimal design for applications in the IPv6/IPv4 U-home-care service so as to assure good performance and high quality.
