中国工程咨询业的发展与演进

中国的工程咨询业经过二十余年的发展,已形成一定的规模,但计划体制的烙印仍然明显,咨询方式及管理理念与国际惯例仍差距甚远,同时,体制上的缺陷也是制约我国工程咨询业发展的重要因素。面对加入WTO后的国际竞争的严峻形势,我们应充分认识到自身的位置,从研究工程咨询业发展规律入手,确立工程咨询业应有的社会地位,研究国际上先进的工程咨询模式如全过程工程咨询、全生命周期咨询等模式,研究项目管理理论与应用的方法,鼓励并引导我国的工程咨询业向全过程工程咨询方式发展;改革现行的企业运行机制,结合中国国情,积极探索与国际工程咨询业产业管理惯例接轨的途径,并形成有中国特色的工程咨询业行业管理体系。

DEVELOPMENT OF CHINA''''S ENGINEERING CONSULTING INDUSTRY

More than twenty years have passed since the first appearance of China's engineering consulting industry.However,deeply influenced by the planning system,our consulting manner and management concept still lag behind the international norm.Meanwhile,the deficiency in the system also restrains the development of China's engineering consulting service.Confronting international competition,after entering the WTO,we should fully recognize our position,study the developing rule of the engineering consulting service and establish its social status.Studies should be conducted in the following aspects:advanced form of consulting,such as whole process engineering consulting and life cycle engineering consulting,theory and application of project management,guidance to China's engineering consulting industry to develop the whole process engineering consulting;reform in the current operating mechanism in firms;exporation of proper approaches to meet the administrition usage of international engineering consulting industry;and creation of an appropriate management system for China's engineering consulting industry.
