Abstract: | ![]() ABSTRACT: Most of the research in urban affairs has centered on urban development and the politics of growth. This study shifts focus and examines how human capital development came to hold a prominent place on the local agenda in Baltimore. Urban regime theory has made a significant contribution to our understanding of the politics of physical redevelopment. This study applies regime analysis to examine the politics of human capital development. |
