| 摘 要： | 文章首先对近年来的旅游与灾害规划进行了梳理,展现了灾害规划与旅游规划融合发展的现状,指出旅游发展中关注灾害规划策略的重要性;接着文章以四川＂5.12＂汶川地震灾后旅游恢复重建规划为例,结合笔者参与此次规划的实践经历,论述了规划的编制过程、内容框架,以及关于范围时限、损失评估、项目选择、资金配置等争论的焦点问题;最后文章探讨了此次规划为非常规性旅游规划编制在框架体系、理论基础、应急救援体系等方面所做出的开创性贡献。
