输电服务定价的资金流-资金路径法

提出了基于物理路径上资金流跟踪的输电服务定价方法，对应于兆瓦－公里法，称其为资金流－资金路径法。方法中物理上的有功和无功均被转化成资金流，统一了有功和无功对输电资源占用的衡量标准，考虑了有功和无功的相互影响；用线路投资、运营费用取代线路长度描述物理线路；将输电服务费用分为更符合实际情况的线路费用和系统费用来考虑，在对所有电网用户平等的基础上，不仅实际投资和运营成本的回收，并能利用实时电价信息考虑电网用户对系统实时运行资源的占用，IEEE30节点试验系统的算例表明：该方法计算结果合理，有利于同时优化输电系统的短期运行和长期发展.

MONETARY FLOWS - MONETARY PATHS METHOD FOR ELECTRICITY TRANSMISSION PRICING

A transmission service pricing method based on monetary flows tracing on physical paths, called monetary flows-monetary paths method, is proposed. Active and reactive power flows are converted into monetary flows so that the usage of transmission system by them can be compared, while line costs instead of the lengths of lines are defined as the attributions of physical paths. Transmission service cost is divided into line costs and system cost detailedly. Because monetary flows are related to spot prices, the impact of generators and loads on operation constraints can be considered. Therefore the method not only can reconcile transmission cost, but also can optimize the operation of transmission system. IEEE 30-bus test system is used to demonstrate the reasonableness and feasibility of the method.
