| 摘 要： | 规划与策划实为统一体，规划师要善于将局部利益最大化并与全局利益合理协调，解决有关矛盾，促进社会、经济、环境协调发展，推动社会进步与繁荣。这是建设项目策划的基本内涵。科学的规划与策划是第一生产力，规划师要尽快提高素质，真正成为“第一生产力”中的一员。
