摘    要:在创新驱动发展战略上升为国家战略的背景下,针对电力设计企业传统业务的转型升级和新兴业务拓展的需求,通过调研问卷和实地调研方式,从组织机构和资源配置、科技投入和项目管理、科技成果转化和评价管理、知识产权保护,以及科技人才和成果转化激励机制等方面进行分析研究,提出适应未来发展趋势的电力设计企业科技创新体系构想,实现科技创新对企业转型发展的有效引领和推动作用具有一定的参考价值。

Abstract:The strategy of innovation-driven development has become a national strategy at present.The electric power design enterprises need the transformation and upgrading of traditional business and the needs of new business expansion.Through questionnaires and interviews,this paper analyzes the organization and resource allocation,scientific and technological investments and project management,transformations of scientific and technological achievements and evaluational managements,and intellectual property protections,and the incentive mechanism of scientific and technological persons and achievemental transformation.The paper puts forward scientific and technological innovation architeture of electric power design enterprises in the future development trend,and realizes the effective leading and promoting role of scientific and technological innovation in the transformation and development of enterprises.
