| 摘 要： | 受惠于WTO的中国纺织业在刚刚全面复苏的进程中又要面临出口退税调低产生的负面影响。这样的经济环境不仅会带给纺织行业重重压力，同时也将促使纺织企业进行新的一轮资产重组，推动了纺织行业的外贸体制改革，成为纺织产业升级推动力。

| Abstract: | Joining WTO benefits China textile industry .But now the development faces the worse effect of export refund rate. The reduced duty rates have disadvantages to textile trade . but it will proceed the new asset recombination, replace the old textile trade system, promote the development of textile industry. |
