摘    要:PPP 模式逐渐应用于新能源汽车充电基础设施的建设和运营中。在项目的前期阶段,特许期是政府和项目公司决策的重要参数,特许期过短,社会资本方不能按期回收资金,造成投资积极性减退。特许期过长,项目社会资本获得过多的利润,增加用户的负担。本文通过分析充电基础设施 PPP 项目特许期影响因素及特征,建立了系统动力学模型,并利用该模型对实际案例进行了模拟分析确定特许期,并通过调整相关参数,模拟因素变化的影响,得到不同因素对充电基础设施 PPP项目特许期的重要程度,可以为政府部门和项目公司确定充电基础设施 PPP 项目提供决策参考。

Abstract:PPP mode is gradually applied to the construction and operation of charging infrastructure for new energy vehicles. Inthe early stage of the project,the concession period is a significant parameter for the decision-making of the government and theproject company. A too short concession period makes social capital side weak in recovering funds on schedule, resulting in thedecline of investment enthusiasm. While too long concession period makes the social capital of the project gain too much profit andincrease the burden of users. This paper establishes the system dynamics model by analyzing the influencing factors andcharacteristics of concession period of the charging infrastructure PPP project. The established model can determine the concessionperiod of actual cases. By adjusting the relevant parameters,the influence of the factors change is simulated and the importance ofdifferent factors to the concession period of PPP project of charging infrastructure is obtained. The results provide decision-makingreference for government departments and project companies when determining charging infrastructure PPP projects.
