省级地方公益性地调队伍建设与公共服务外包探索

由于地方政府对公益性地质调查工作需求日益旺盛，许多省份都想成立自己的地调院，而要成立的地调院是“重起炉灶，新开张”，与原有的地勘单位形成利益冲突，主要原因是对公益性地调工作实施方式认识不足，认为公益性项目只能由公益性的纯事业单位来实施，与企业化的地勘单位一定要分体运行。而新公共管理理论中政府公共服务外包可以帮助解决这个问题，公益性地调项目也是政府公共服务的一项重要内容，完全可以采取外包的方式。这一外包方式与现有的项目委托相似，但又不同。服务外包将有利于地勘单位的改革，有利于新成立的地调院专心于获得的地质信息为社会服务。

PROVINCIAL NON-PROFITABLE GEOLOGICAL SURVEY CONSTRUCTION AND PUBLIC SERVICE SUBCONTRACTING

With a thriving development of basic geological survey in local economy, many provincial governments are getting ready to establish their own geological survey units, which will lead to a conflict in benefits with the existing mineral exploration units, because of an insufficient understanding on unprofitable geological survey that the non-profitable geological surveys can only be conducted by non-profitable units, not the profitable geological units. However, the public service subcontracting is regarded as a solution, similar to the existing entrusting projects, good for the reform of geological units and helpful for newly-established geological surveys to be focused on geological work.
