| 摘 要： | 提升行政效能、加强行政能力建设是我国各级地方政府全面有效完成各项行政工作,实现科学执政和建设一个效能政府的需要。我国各级地方行政部门在行政效能建设中存在着行政不规范、部门职能交叉重复、监督力度不够、行政效能低下等问题,必须通过强化行政效能意识、完善监管体制、改进服务方式、完善行政问责机制等方式推动地方政府提高服务意识,提升服务质量,全面加强行政能力建设。
