| 摘 要： | 以白洋淀流域为研究对象,采用因子分析法,对白洋淀流域水资源管理绩效的具体影响因素进行研究,提出要进一步完善白洋淀流域水资源管理体制应重点关注相关的政策法规完善、民众对现有法规认知度的提高、水资源合理配置及限污纳污制度完善几个方面,注重科学治水、依法治水、完善水资源保护和水污染防治协调机制,充分发挥水价的调节作用,推行阶梯式水价制度,建立水功能区限污纳污制度,提高白洋淀流域水资源管理综合绩效。

| Abstract: | Based on the factor analysis of the Baiyangdian basin management system, the writer explored the influence of current Baiyangdian basin water resources performance management system, and put forward the method aimed to strengthening the water resources performance management system, including construction of the laws and regulations concerning the water resources , establishing the combination system of law, science, communication and price,etc. |
