| 摘 要： | 在当前的规划体系下，尝试建立市域总体规划、市区建设规划、详细规划三个层次的规划体系，对现有的由各部门分别编制的各类规划进行梳理整合，使规划内容与部门事权相对应。市域总体规划，市区建设规划这两种规划类型具有各自的意义和特点，也有其相应的主要内容和规划成果要求。

| Abstract: | A new city planning structure is proposed for use under the current urban planning framework. The structure divides planning into three plans of different scales: a municipal plan (including all of the counties in the municipal boundary), urbanized area construction plans, and project specific site plans. Each plan type has different emphases and requirements. |
