| 摘 要： | 电力体制改革对我国来讲是一个前所未有的很大的系统工程,在推进这项工程的过程中,已经并将继续出现一些新问题。本文根据中国的电源结构、电网架构、资源分布不均以及相关软件环境和体制机制建设的实际,指出了因体制改革随之而来的市场问题,提出了如何正确建立新型电力市场,促进电力建设的方法。
