从中美货物贸易结构演变看我国应对“337 调查”的措施

近十来年，中美双边贸易的领域逐渐由初级产品向高新技术产品转移，贸易结构由互补转变为竞争和互补并存，同期我国出口商品遭受美国“337调查”的案件数也逐渐增加。针对这一现象，首先考察了近十年内中美双边贸易中主要大类商品的份额变化，归纳中美货物贸易结构的演变特点；统计同期美国对华“337调查”的总数和产业分布，并探讨了“337调查”与贸易结构变化之间的内在联系。最后，从转变出口方式、加大企业的科研投入、提高企业的专利意识以及企业间的合作等方面提出了针对“337调查”的应对措施。

Analysis of China s Countermeasures against the 337 Investigation from the Perspective of Sino-US Trade Structure Evolution

In recent decade,the Sino-US trade has been shifting from primary products to high-tech items with the trade structure chan-ging from complementation to coexistence of complementation and competition. At the same time,the number of 337 investigation cases against products from China was increasing. This paper examines the share change of major categories of products in Sino-US trade,sum-marizes its evolution characteristics of Sino-US goods trade structure,makes a statistics over the total number of 337 cases against prod-ucts from China and industrial distribution,and explores the inner link between 337 investigation and changes in trade structure. At the end of the paper,the author suggest the countermeasures against 337 investigation,from changing the export mode,adding the investment input into research and development,raising awareness of patent protection,to enhancing the cooperation among enterprises.
