政府扶持政策对湖北省农村饮水安全工程供水成本的影响研究

简要阐述了政府对农村饮水安全工程给予政策扶持的缘由,测算了无偿投资、电价、税费、财政补贴等扶持政策对供水成本的影响,提出了加大政府政策力度的对策建议,包括明确农村饮水安全工程的准公益属性、落实财政补贴、执行更加优惠的农业排灌电价、延长税收优惠期限等。

Influence of government subsidy to cost of water supply in rural areas of Hubei Province

The causes of giving government subsidy to water supply project in rural areas are briefly introduced. The influence of government preferential policies, such as investment without repayment, preferential electricity rate and tax or financial subsidy, to the cost of water supply is estimated. Suggestions are made to strengthen policy support of the government, such as recognizing rural safe drinking water supply project as public welfare, committing themselves to financial subsidy and offering more preferential electricity tariff to irrigation and drainage system and extend the duration of preferential tax rate and so on.
