| 摘 要： | 介绍了国际职业安全协会（NOSA）五星安全、健康、环境保护综合风险管理系统及危险源辨识、风险评价的基本概念，重点论述了三者间的关系，结合发电企业的实例，提出了将三者融为一体实现闭环管理，进而有效推行NOSA五星安全、健康、环境保护综合风险管理系统，最终促使企业形成自我改进、不断完善的安全管理机制的新思路。

| Abstract: | This paper introduces the basic concept of the fivestar safety,health and environment protection management system of National Occupational Safety Association(NOSA) as well as hazard identification and risk evaluation.Then it expounds the relationship among them and proposes a new viewpoint on how to integrate them by taking an example in power plant to realize closed-loop management and put the system into effect effectively.By this means,enterprises will be impelled to form a self-improved safety management mechanism. |
