三峡工程的建设管理体制及其实践

按照社会主义市场经济体制和新的基本建设管理体制的要求，三峡工程建设全面推行业主（项目法人）负责制、召标承包制和建设监理制，工程进展顺利，取得了明显实效．中国长江三峡工程开发总公司（以下简称三峡总公司）是三峡工程项目的业主，是自负盈亏、自主经营的经济实体，全面负责三峡工程的建设和经营．在三峡工程的建设管理体制中，三峡总公司与参与三峡工程建设的各方是通过大量合同来联结、约束和协调的，三峡总公司对工程项目实施总体性控制；三峡总公司以竞标的方式委托了10个监理单位，对三峡工程的在建或完建项目进行全面监理．制订了《三峡工程建设监理统一管理办法》，使监理工作走上规范化、制度化、标准化的轨道；三峡工程的招标工作严格按照招标程序进行，选择了一批资信高、实力强的国内施工单位进场，从而使准备工程和一期导流工程得以顺利实施．在实践中，“三峡总公司”认真履行项目法人“筹划”的职责，及时对工程建设进行决策和组织实施；大力推行招投标承包制和建设监理制，探索适合我国国情的管理体制；积极探索新的投资管理模式，并了取得了成功的经验．

System of Construction Manggement for Three Gorges Project and Its Practice

According to the socialist market economic mechanism and the requirememts of new capital construction management system, the owner's responsibility (project legal entity) system, the bidding system and construction supervision system have been implemented fully and significant progress has been made. The China Yangtze Three Gorges Project Development Corporation (CYTGPDC), the owner of the Three Gorges Project,is an economic entity of being responsible for its own operation, profit and loss, and takes fully responsibility for the construction and operation of the Project. In the construction management system, the CYTGPDC,through conrtacts, conncets with, binds and coordinates the contractors, and controls totally the implementation of the Project. Through competitively bidding, the CYTGPDC entrusts tens construction supervision companies (offices)to fully supervise the works completed or under construction, and has worked out the Unitied Management Methods of Construction Supervision for the Gorges Project. The CYTGPDC chooses the qualified contractors, based on the strict bidding procedures. The CYTGPDC studies and executes actively new investment management modes and has gained successfull experience.
