| 摘 要： | 本文针对北京市城市迅速发展过程中,出现的诸多亟需解决的问题,提出北京城市发展的两个战略转移——城市建设重点从市区向远郊区的转移;市区建设从外延扩展向全面调整改造转移。这也是本次总体规划修订工作的战略指导思想。文章就两个转移的目标提出了具体设想和要求。
