我国大坝多兴建于上世纪的50-70年代。受当时经济技术条件限制,水库工程建设标准低、质量差、隐患多。经多年运行,工程运行设施老化失修严重,病险问题突出,工程运行隐患多。再加上后期管理机构不健全,运行维护力度不够,管理手段落后,通讯设施不足,工程维修养护投入不足。小型水库,尤其是小(Ⅱ)型水库的维修养护条件差,有些水库长期带病运行,一旦水库失事,将会严重危害到人民群众的生命财产安全,进而影响经济发展和社会安定。
